History

The National Commission for the State Regulation of Communications and Informatization was established by the Decree of the President of Ukraine dated 23 November 2011 (No. 1067/2011) in conformity with the Law of Ukraine “On Telecommunications”. The Regulation on the National Commission for the State Regulation of Communications and Informatization (NCCIR) was approved by the same Decree.

According to the Regulation, the NCCIR is a state collective body, subordinated to the President of Ukraine and accountable to the Parliament. The NCCIR is an authority of state regulation in the areas of telecommunications, informatization, the use of radio frequency resource and the provision of postal services. Within the abovementioned areas, the NCCIR exercises the powers of a licensing, authorization and regulatory body as well as a body of the state supervision (control).

Mr. Petro Yatsuk was appointed Chairman of the NCCIR by the Decree of the President of Ukraine dated 23 November 2011 (No.1068/2011).

On 16 December 2011, the President of Ukraine has appointed the Members of the NCCIR by the appropriate Decrees. The constituent meeting of the NCCIR was held on 20 December 2011.

The Decree of the President of Ukraine dated 2 September 2013 (No. 469/2013) “On Amendments to the Regulation on the National Commission for the State Regulation of Communications and Informatization” expanded the powers of the Commission related to public market supervision within the scope of its responsibility.

In accordance with the Decree of the President of Ukraine dated 28 July 2014 (No. 627/2014) “On Appointment of the Chairman and Members of the National Commission for the State Regulation of Communications and Informatization”, Mr. Alexander Zhyvotovsky was appointed Chairman of the NCCIR. Mr. Volodymyr Gresko, Mr. Viktor Lagoshyn, Mr. Viktor Mazur and Mr. Oleksandr Skliarov were appointed Members of the NCCIR.

Mr. Serhiy Dziuba was appointed Member of the NCCIR by the Decree of the President of Ukraine dated 29 August 2014 (No. 697/2014).

Mr.Oleksandr Bisiuk was appointed Member of the NCCIR by the Decree of the President of Ukraine dated 15 June 2016 (No. 256/2016).

Mr.Oleksandr Zhyvotovsky was appointed Chairman of the NCCIR by the Decree of the President of Ukraine dated 14 May 2019 (No. 223/2019).
