Results of NCCIR meeting dated December 30, 2021

In accordance with the Law of Ukraine «On Radio Frequency Resource of Ukraine» for the use of RFMC of Ukraine the Commission issued to economic entities two licenses for an additional frequency resource (RF) bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) for a period of 5 years to: Lebedynsʹkyy Nasinnevyy Zavod, PJSC in Cherkassy Oblast and SIN KOM NET, LLC in Poltava Oblast.

The Commission extended the validity of five licenses for the use of RFMC of Ukraine:

  • to a sole proprietor Bilianskyi Yu.A. for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Luhansk Oblast from May 07, 2022 till May 06, 2027;
  • three licenses for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) to: a sole proprietor Yuriyichuky V.I. in Ivano-Frankivsk Oblast from July 01, 2022 till June 30, 2027; DIAMANT-TV PE in Odesa Oblast from May 19, 2022 till May 18, 2027; RADIO NETWORK, LLC in Lviv Oblast from June 17, 2022 till June 16, 2027;
  • to DOLIA I KO. LTD, LLC for analogue ultra-shortwave radiotelephone (fixed, mobile land and marine radio) in Kyiv City and Kyiv Oblast from June 12, 2022 till June 11, 2027.

In accordance of the Law of Ukraine «On Radio Frequency Resource of Ukraine», according to the application of LAHIDKOM, LLC the Commission cancelled two licenses for the use of RFMC of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) on the territory of Rivne Oblast and on the territory of Khmelnitsky Oblast.

In accordance with the Law of Ukraine «On Radio Frequency Resource of Ukraine», taking into account the letters of Ukrainian State Centre of Radio Frequencies, State Enterprise NCCIR has revoked to: LAHIDKOM, LLC – 152 permits, a sole proprietor Papin S.S. – 112 permits, NETAP, LLC – 10 permits, FARLEP-INVEST, PJSC - 21 permits for REFs* operation in connection with the revocation of the license for the use of RFM of Ukraine. This decision is subject to execution simultaneously with the execution of paragraph 1 of NCCIR decisions of 30.12.2021 № 527, 21.12.2021 № 495, 28.12.2021 № 516 and 21.12.2021 № 497 on the basis of part six of Article 38 of the Law of Ukraine «On Radio Frequency Resource of Ukraine».

In accordance with the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied on the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC about one type of radio facility.

In accordance with the Law of Ukraine “On Postal Communication”, with the Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, on the basis of notification NCCIR included information about operator TOMBUS, LLC, which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations on the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Union and on the territory of EU, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden, also on the territory of the Republic of Belarus and the Russian Federation.

In addition, due to the termination of the activity and on application of economic entity, the Commission excluded from the single state register of postal operators OKTOPUS LOGISTICS, LLC.
