In accordance with the Law of Ukraine «On Radio Frequency Resource of Ukraine» the Commission issued to economic entities three licenses for an additional frequency resource (RF) bandwidth for a period of 5 years to:

• VECHIR TELECOM, LLC for broadband radio access (a radio data transmission system using noise-shaped signal) in Vinnytsa Oblast;
• for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) two licenses: a sole proprietor Sokolenko V.O. in Kirovohrad Oblast and TELERADIOSTUDIIA IMPULS, PE in Vinnytsa Oblast.

In connection with the decrease the number of regions the Commission reissued to DATAGROUP, PJSC a license and declared invalid the reissuing license for satellite radio (satellite radio and fixed radio services) in Kyiv City and 24 regions of Ukraine validity on November 02, 2022.

The Commission extended the validity of five licenses for the use of RFMC of Ukraine:

• for broadband radio access (a radio data transmission system using noise-shaped signal) to: a sole proprietor Litvin N.S. in Vinnytsa Oblast from July 10, 2022 till December 31, 2026; MIZHNARODNYY AEROPORT BORYSPIL, DP in Kyiv Oblast from May 04, 2022 till December 31, 2026;
• for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) to RADIOKOM, LLC in Zaporizhzhia Oblast from June 12, 2022 till June 11, 2027;
• for satellite radio (satellite radio and fixed radio services) to DATAGROUP, PJSC in Kyiv City and 24 regions of Ukraine from November 03, 2022 till November 02, 2027;
• for digital trunking radio (trunking radio) to MIZHNARODNYY AEROPORT BORYSPIL, DP in Kyiv Oblast from June 07, 2022 till June 06, 2027.

In accordance of the Law of Ukraine «On Radio Frequency Resource of Ukraine», according to the applications of licensees the Commission cancelled two licenses for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) of:  AIST TERYTORIALNYY PARTNER V UKRAYINI, SPOZHYVCHE TOVARYSTVO  on the territory of Odesa Oblast;  NETAP, LLC on the territory of Sumy Oblast with further cancellation permits for operation.

According to the Law of Ukraine "On Radio Frequency Resource of Ukraine", the License Terms of Use of the RFM of Ukraine, taking into account the decision of NCCIR from 26.10.2021 № 404 "On proposals to the Administration of State Service of Special Communication and Information Protection of Ukraine on amendments to the Plan for the use of the radio frequency resource of Ukraine" and the decision of  NCCIR of 12.10.2021 № 382 "On approval of the draft resolution of the Cabinet of Ministers of Ukraine "On amendments to the fees for the issuance of licenses for the Use of Radio Frequency Resources of Ukraine",  considering the application Radiotechnology, the Commission determined the possible early introduction of Cable TV-Finance, LLC on the early introduction of new radio technology, The Commission determined the possibility of early introduction of new radio technology "International Mobile Technology" (IMT). to Cable TV-Finance LLC and agreed to the early change of "Multiservice Radio Access" radio technology to IMT.

In addition, the Commission issued a license to Cable TV-Finance LLC for the use of RFMC of Ukraine for the early implementation of the new radio technology IMT at the initiative of the licensee in Kyiv City and 24 regions of Ukraine for a period of 15 years and revoked the company's two licenses for the use of RFMC on the same application from the date of issuance of the relevant license for multiservice radio access (radio communication in multi-channel distribution systems for transmission and retransmission of television image, sound transmission, digital information). These items shall enter into force if the Cabinet of Ministers of Ukraine adopts resolutions on amendments to the Plan of Use of Radio Frequency Resources of Ukraine and the Amounts of Fees for Issuance of Licenses for Use of Radio Frequency Resources of Ukraine. But not earlier than the entry into force of each of the relevant resolutions of the Cabinet of Ministers of Ukraine.

In accordance with the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied on the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC about two types of radio facility.

In accordance with the Article 26 of the Law of Ukraine «On Radio Frequency Resource of Ukraine» and upon examination of the applications of ES END TI UKRAYINA, SE concerning the possibility of applying the particular type of REF* and RC** on the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, the Commission declared it impossible to apply on the territory of Ukraine one type of REF.

In accordance with the Law of Ukraine “On Postal Communication”, with the Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, on the basis of notification, NCCIR included information about an operator AZUR-TRANS, LLC, which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations on the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Union and on the territory of EU, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia, Czech Republic, Sweden.

In accordance with the Law of Ukraine «On Telecommunications» and the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine according to the applications the Commission has removed the following numbering resource of:

• FARLEP-INVEST, PJSC: 3000 numbers and the final destination signaling code of SS7 network in Teplodar Odesa Oblast with further cancellation permits for operation;
• UKRAINIAN RAILWAYS, JSC: 900 numbers in Nikopol Dnipropetrovsk Oblast;

• SCIENTIFIC-INDUSTRIAL FIRM VOLZ, LLC 10500 numbers and the final destination signaling code of SS7 network in Kyiv City with further cancellation permits for operation

The Commission re-issued tree permits for the use numbering resource:

• due to the need for the operator to change the number of numbering resources without changing the validity of the permit to: FARLEP-INVEST, PJSC - in Odessa Oblast with the capacity of: 237,300 numbers in Odessa; 10,000 numbers in Chernomorsk; 1000 numbers in urban village Yuzhne; UKRAINIAN RAILWAYS, JSC - in the Dnipropetrovsk Oblast with the capacity of: 1500 numbers in Apostolovo; 13,400 numbers in Dnipro; 2000 numbers in Synelnykove; 500 numbers in Novomoskovsk; 400 numbers in Pavlograd; 4000 numbers in Kryvyi Rih;

• in connection with the re-issuance of the permit for the withdrawn numbering resource used by consumers by the decision of NCCIR to SCIENTIFIC-INDUSTRIAL FIRM VOLZ, LLC 10500 numbers in Kyiv City for 5 years.

The Commission issued the following numbering resource for 5 years to:

• O-2, LLC: 300 numbers in Odessa; 100 numbers in Kharkiv; 100 numbers in Lviv; 100 numbers in Cherkasy; 100 numbers in Kropyvnytskyi; 100 numbers in Donetsk; 100 numbers in Luhansk; 100 numbers in Sumy; 100 numbers in Chernihiv;
• LID-SERVICE LLC: 2000 numbers in Dnipro; 20,000 numbers in Kyiv; 2000 numbers in Lviv; 2000 numbers in Odesa; 2000 numbers in Kharkiv; the final destination signaling code of SS7 network in Dnipro; the final destination signaling code of SS7 network Kyiv; the final destination signaling code of SS7 network in Lviv; the final destination signaling code of SS7 network in Odesa; the final destination signaling code of SS7 network in Kharkiv;
• VANVOIPLENET LLC: operator code 55 of the global telecommunication service 800 “Call at the expense of the called subscriber” on the territory of Ukraine; 1500 numbers in Kyiv; 300 numbers in Dnipro; 300 numbers in Lviv; 300 numbers in Odessa; 300 numbers in Kharkiv;
• SCIENTIFIC-INDUSTRIAL FIRM VOLZ, LLC: the final destination signaling code of SS7 network in Kyiv;
• UKRAINIAN SPECIAL SYSTEMS, SE - the international identification code of the mobile (mobile) communication network MNC 701 for the provision of inter-machine interaction services in Ukraine.
