Results of NCCIR meeting dated December 07, 2021

In accordance with the Law of Ukraine «On Radio Frequency Resource of Ukraine» the Commission issued to sole proprietor Petrov S.E.a license for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in Mykolaiv Oblast for 5 years.

The Commission issued to TELESYSTEMY UKRAINY, PJSC a license for an additional frequency resource (RF) bandwidth for radio link communication (radio link communication of fixed radio service) in Dnipropetrovsk Oblast for 5 years.

In connection with the decrease the number of regions the Commission re-issued to FARLEP-INVEST, PJSC a license for the use of RFMC of Ukraine for radio link communication (radio link communication of fixed radio service) in Kyiv, Dnipropetrovsk, Zaporizhzhia, Mykolaiv and Kherson Oblasts validity on November 24, 2022.

The Commission extended the validity of four licenses for the use of RFMC of Ukraine to:

  • PERSHA INVESTYTSIYNA SPILKA, LLC - for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in 27 regions of Ukraine from December 10, 2022 till December 10, 2027;
  • DORIS, LLC - for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Luhansk Oblast from April 20, 2022 till April 19, 2027;
  • CHANNEL CTB, LLC - two licenses for mobile satellite radio (satellite radio and fixed radio services) in Kyiv City from March 06, 2022 till March 05, 2027 and from March 27, 2022 till March 26, 2027.

In accordance with the Law of Ukraine «On Radio Frequency Resource of Ukraine», according to the applications of licensees the Commission cancelled two licenses for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) of: ONLINE TELECOM, LLC on the territory of Sumy Oblast and FARLEP-INVEST PJSC on the territory of Kherson and Mykolaiv Oblasts with further cancellation permits for operation.

In accordance with the Article 26 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied on the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**),  and upon examination of the application of HUAWEI UKRAINE, LLC concerning the possibility of applying the particular type of REF* and RC** on the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, the Commission declared it impossible to apply on the territory of Ukraine one type of REF.

In accordance with the Law of Ukraine “On Postal Communication”, with the Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, on the basis of notification, NCCIR included information about two operators: GRUSHINSKY TRANSPORT, LLC, which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations on the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Union and on the territory of EU, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden; «CHARTEREUROBUS», LLC, which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations on the territory of Ukraine, Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden.

In accordance with the Law of Ukraine “On Telecommunications” and the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine, according to the applications the Commission has removed the following numbering resource with subsequent revocation of permits of:

  • KYIVSTAR PJSC - short number 1555 for the organization of information and reference service of the social direction "Hotline" of the Mariupol City Council" for use in the mobile (mobile) network with identification codes of the mobile (mobile) network 67, 68, 96, 97, 98 on the territory of Mariupol, Donetsk Oblast;
  • DATAGROUP PJSC in Kyiv: 77300 numbers, two final destination signaling codes of SS7 network and the transit signaling code of SS-7 network; in Kyiv Oblast: 2000 numbers and a final destination signaling codes of SS7 network in Boryspil; 1000 numbers, a final destination signaling codes of SS7 network in Brovary;
  • Vodafone Ukraine- eight final destination signaling codes of SS7 network in Vinnytsia; Dnipro; Zaporizhzhia; Lviv; Odessa; Poltava; Kherson; Kharkiv; six transit signaling code of SS-7 network: in Mariupol, Donetsk Oblast; Mykolayiv; Sumy; Chernihiv; in Kyiv - two codes.

In connection with the re-issuance of the permit for the withdrawn numbering resource used by consumers by the decision of NCCIR the Commission reissued to DATAGROUP, PJSC four permits for 5 years for the use of the numbering resource: 77,300 numbers in Kyiv; 2000 numbers in Boryspil and 1000 numbers in Brovary.

The Commission issued the following numbering resource for 5 years:

  • DATAGROUP PJSC – four final destination signaling codes of SS7 network: two in Kyiv City; two in Kyiv Oblast: in Boryspil and in Brovary, the transit signaling code of SS-7 network in Kyiv City;
  • Vodafone Ukraine - eight final destination signaling codes of SS7 network in Vinnytsia; Dnipro; Zaporizhzhia; Lviv; Odessa; Poltava; Kherson; Kharkiv; six transit signaling codes of SS-7 network: in Mariupol, Donetsk Oblast; Mykolayiv; Sumy; Chernihiv; in Kyiv - two codes.
