In accordance with the Law of Ukraine “On Radio Frequency Resource of Ukraine” and due to the change of location of the legal entity the Commission reissued to VEDEKON, LLC seven licenses for the use of RFMC of Ukraine and declared invalid the reissuing licensesw: six licenses for broadband radio access (a radio data transmission system using noise-shaped signal) in Donetsk, Zhytomyr, Poltava, Rivne, Kharkiv, Khmelnytsky Oblasts validity on January 19, 2023; in Lviv Oblast valid validity on January 12,2024; in Kyiv and Kharkiv Oblasts validity on February 17, 2024; in Lviv, Rivne, Khmelnytsky, Zhytomyr, Kyiv, Cherkasy, Poltava, Donetsk Oblasts validity on November 26, 2023; in Cherkasy Oblast validity on May 19,2023; in Kiev Oblast validity on June 23, 2023; a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Zhytomyr, Kyiv, Poltava, Kharkiv Oblasts validity on March 05, 2024.

The Commission extended the validity of five licenses for the use of RFMC of Ukraine:

• PAN-TELEKOM, LLC – two licenses for broadband radio access (a radio data transmission system using noise-shaped signal) in Sumy Oblast from August 08, 2021 till August 07, 2026 and from July 22, 2021 till July 21, 2026;
• Radionet, PE – a license for broadband radio access (a radio data transmission system using noise-shaped signal) in Vinnytsa from May 18, 2021 till May 17, 2028 and a license for broadband radio access (a radio data transmission system using noise-shaped signal) in Vinnytsa from February 20, 2023 till February 19, 2028;
• Broadcasting, Radiocommunications and Television Concern for radio link communication (radio link communication of fixed radio service) in Chernihiv Oblast from June 09, 2021 till June 08, 2026.

The Commission considered the letter of the National Сouncil of Television and Radio Broadcasting about revokes the broadcasting license to DOSVITNI VOGNI, KP TELERADIOSTUDIYA and the letter of UCRF regarding the revocation of the permit for operation of RES of analog audio broadcasting to TELEMEREZHI UKRAYINY, LLC and revoked this permit.

According to the applications of licensees the Commission cancelled four licenses for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal): a license for AKB-MAYSTER, PE in the territory of Cherkasy Oblast; a license for DATAGROUP, PJSC in the territory of Kyiv City; two licenses for ALFA-NET, LLC in the territory of Dnipropetrovsk Oblast and Zaporizhzhia Oblast; two licenses for Broadcasting, Radiocommunications and Television Concern for radio link communication (radio link communication of fixed radio service) in the territory of Ivano-Frankivsk and Cherkasy Oblasts with further cancellation of operating permits.

On the basis of notification, NCCIR included information about two operators: EKSPERT LOHISTYKS, LLC which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Union, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden. And also the countries of the Middle East - Israel, Turkey, Egypt, Syria; a sole proprietor Andrytsia I.I. which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Union and in the territory of EU, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden.

In accordance with the Law of Ukraine “On Telecommunications” and in accordance with the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine, according to the application of operators the Commission has removed the following numbering resource:

• short number 1501 for the organization of the order service "reference and information service" for use in the network mobile communication in the territory of Odessa: in KYIVSTAR, PJSC with identification codes of the mobile network 67, 68, 96, 97, 98; in VF UKRAINE, PJSC with identification codes of the mobile network 50, 66, 95, 99; in Lifesel, LLC with identification codes of the mobile network 63, 73, 93;
• in ASTRATELKOM, LLC - with a total capacity of 3000 phone numbers and the final destination signaling code of SS7 network in Odesa; 1000 numbers and the final destination signaling code of SS7 network in Chernomorsk, Odessa Oblast;
•  in KOLEKTYVNE PIDPRYIEMSTVO IMPA – 1 500 numbers Kyiv City.

The Commission issued a numbering resource for a term of 5 years:

• short number 1501 for the organization of information and reference service "Processing of requests for housing and communal services" for use in the network of mobile communication in Odesa, customer service of LLC "CALL-CENTER 15-01": to KYIVSTAR, PJSC with identification codes of the mobile network 67, 68, 96, 97, 98; to VF UKRAINE, PJSC with identification codes of the mobile network 50, 66, 95, 99; to lifesell, LLC with identification codes of the mobile network 63, 73, 93;
• to lifesell, LLC - short number 1586 for the organization of the order service "reference and information service of a taxi call" for use in the mobile (mobile) communication network with identification codes of the mobile network 63, 73, 93 in the territory of cities, urban-type settlements, rural areas of Lviv Oblast. The customer of the service is a sole proprietor Zherebetska O.Z.;
• to HLOBAL-SITI-NET, LLC the final destination signaling code of SS7 network in Chernomorsk, Odessa Oblast; 1000 numbers and the final destination signaling code of SS7 network in Odesa;
• to Zv'yazkovyy, PE – 4000 numbers and transit signaling code of SS-7 network in Ivano-Frankivsk.

In connection with the reissuance of permit for the withdrawn numbering resource used by consumers by the decision of NCCIR, the Commission reissued to HLOBAL-SITI-NET, LLC two permits for the use of numbering resource: with a capacity of 3000 phone numbers in Odesa and 1000 numbers in Chernomorsk, Odessa Oblast for a term of 5 years.
