In accordance with the Law of Ukraine “On Radio Frequency Resource of Ukraine” the Commission issued to TSYFROVI KOMUNIKATSIYI, LLC a license for an additional RF bandwidth for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Kirovohrad, Mykolaiv, Kherson Oblasts for a term of 5 years.

The Commission extended the validity of three licenses for the use of RFMC of Ukraine to:

• TELERADIOKOMPANIIA HLUKHIV-500, LLC - for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Sumy Oblast from June 30, 2021 till June 29, 2026;
• SAHA KOMIUNIKEYSHNZ IUKREYN, LLC - for radio communication of data transmission (radio communication of fixed, mobile land and marine radio services) in Kyiv City and Lviv Oblast from May 27, 2021 till May 26, 2026;
• PROFITEL, LLC - for digital ultra-shortwave radiotelephone (fixed, mobile land and marine radio) in Kyiv City from April 01, 2021 till March 31, 2026.

In connection licensee's failure to comply with the conditions specified in the license through its own fault NCCIR has refused to TELERADIOKOMPANIIA HLUKHIV-500, LLC extending the validity of a license for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Sumy Oblast.

Taking into account the letter of Ukrainian State Centre of Radio Frequencies, State Enterprise about revoke the permit for operation, NCCIR has revoked to INTELEKTUALNI KOMUNIKATSIYI a permit for REFs* operation in connection with the revocation of a license for the use of RFM of Ukraine. This decision is subject to execution simultaneously with the execution of paragraph 1.2 of NCCIR decision of 19.01.2021 № 15 on the basis of part six of Article 38 of the Law of Ukraine "On Radio Frequency Resource of Ukraine".

In accordance with the paragraphs 10-12 of the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register about one type of radio facility.

In Section II of the Register, the Commission changed the name of REF, under which it will be available on the Ukrainian market, to Autel Robotics Co., LTD, China, and provided the registration number of Flight CONTROL LLC, Ukraine and Electronic Radar (Uhu). Technology Co. Ltd. ”, China, including such information in Section II of the Register.

Upon examination of the applications of IUNIDATA SISTEMS, LLC; INTRASYSTEMS, LLC concerning the possibility of applying the particular type of REF and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, the Commission identified as possible to use of five REF types.

On the basis of notification, NCCIR included information about a sole proprietor Troyan I.P. which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers  from the territory of the European Union and in the territory of EU, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden.

In accordance with the Law of Ukraine “On Telecommunications” and in accordance with the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine, according to the applications of INTERNATSIONALNI TELEKOMUNIKATSIYI, LLC the Commission has removed the following numbering resource: 1000 numbers in Volodymyr-Volynskyi, Volyn Oblasts; in Ternopil Oblast with a capacity of: 1000 numbers in Terebovlya region; 1000 numbers in Kremenets region; 1000 numbers in Chortkiv region; in Khmelnytsk Oblast with a capacity of: 1000 numbers in Volochysk City; 1000 numbers in Starokostiantyniv City; in Chernihiv Oblast with a capacity of: 1000 numbers in Kozelets region; 1000 numbers in Nosiv region; in Chernihiv Oblast with a capacity of: 1000 numbers in Bakhmatskyi region; 1000 numbers in Bobrovytsia region; 1000 numbers in Borznianskyi region; 1000 numbers in Varvynsky region; 1000 numbers in Ichnia region; 1000 numbers in Kulykiv region; 1000 numbers in Ripkin region; 1000 numbers in Semenivka region; 1000 numbers in Sosnytsia region; 1000 numbers in Sribnyansky region; 1000 numbers in Talalaiv region; 1000 numbers in Snovsky region; 1000 numbers in Velykobereznyansky region of Zakarpattia Oblast; 1000 numbers in Malyn region of Zhytomyr Oblast; in Vinnytsia Oblast with a capacity of: 1000 numbers in Barsky region; 1000 numbers in Lypovets region; 1000 numbers in Kozyatyn region; 1000 numbers in Murovanokurilovets region; 1000 numbers in Khmilnytskyi region; 1000 numbers in Kalinov region; in Poltava Oblast with a capacity of: 1000 numbers in Velykobagachansky region; 1000 numbers in Kobeliatsky region; 1000 numbers in Shishatsky region; 1000 numbers in Hadiach region; 1000 numbers in Globinsky region; 1000 numbers in Lokhvytsia region; 1000 numbers in Khorol region; 1000 numbers in Pyriatyn region; 1000 numbers in Shpola region of Cherkasy Oblast; in Rivne Oblast with a capacity of: 1000 numbers in Kostopil region; 1000 numbers in Zdolbuniv region; 1000 numbers in Dubna region; 1000 numbers in Romensky region of Sumy Oblast; 2000 numbers in Melitopol, Zaporizhzhia Oblasts, with the subsequent revocation of five permits.

In connection with the need for the operator to change the number of numbering resources, without changing the validity of the license, the Commission reissued to LLC "International Telecommunications" eight licenses for the use of numbering resources: permission in Khmelnytsky Oblast with a capacity of: 1000 numbers in Shepetivka City, 1000 numbers in Slavuta City, 1000 numbers in Kamyanets-Podilskyi City; permit in Chernihiv Oblast with a capacity of: 1000 numbers in Gorodnyansky region; 1000 numbers in Minsk region; 10,000 numbers in Chernihiv Oblast; permission to use 1000 numbers in Koryukiv region; permit in Zakarpattia Oblast with a capacity of: 1000 numbers in Irshava region; 2000 numbers in Mukachevo region; permit in Zhytomyr Oblast with a capacity of: 1000 numbers in Korostyshiv district; 1000 numbers in Korosten region; permission in Poltava Oblast with a capacity of: 2000 numbers in Horishni Plavni City, Kremenchug region; 2000 numbers in Kremenchug region; 2000 numbers in Myrhorod region; 1000 numbers in Karlivsky region; 2000 numbers in Lubny region; permit in Cherkasy Oblst with a capacity of: 1000 numbers in Kamyansky region; 2000 numbers in Smilyansky region; 3000 numbers in Uman region; permission to use 1000 numbers in Trostyanets region of Sumy Oblast.

NCCIR issued the following numbering resource with the issuance permits for a term of 5 years to:

• Ukrzaliznytsia, JSC – 1 000 numbers in Kyiv City;
• MOBICOM, LLC – 1 500 numbers and the final destination signaling code of SS7 network in Kyiv City.
