Results of NCCIR meeting dated July 20, 2021

In accordance with the Law of Ukraine “On Radio Frequency Resource of Ukraine” for the use of RFMC of Ukraine according to the application of Broadcasting, Radiocommunications and Television Concern the Commission revoked a license for the use of RFMC of Ukraine for radio relay communication in Poltava Oblast with further cancellation permits for operation.

The Commission refused to SPILNE UKRAYINSKO-NIMETSKE PIDPRYIEMSTVO V FORMI TOVARYSTVA Z OBMEZHENOIU VIDPOVIDALNISTIU INFOKOM in the extension of the validity of two licenses for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal): in the territory of Kyiv Oblast in connection with the licensee's failure to comply with the conditions specified in the license and due to the applicant's failure to comply with the requirements for the application form; a license in Dnipropetrovsk Oblast in connection with the applicant's violation of the requirements for the application form.

In accordance with the paragraphs 10-12 of the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC about two types of radio facility.

Upon examination of the applications of ELSYS, LLC and FLIGHT CONTROL, LLC concerning the possibility of applying the particular type of REF* and RC* in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, the Commission identified as possible the use of two declared types of REF in the territory of Ukraine.

In accordance with the Law of Ukraine “On Telecommunications” and the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine, according to the statements of KOMPANIIAKONFIDENTSIYNI TELEKOMUNIKATSIYI UKRAYINY, LLC, the Commission has removed 18000 phone numbers and a final destination signaling code of SS7 network in Kyiv City with further cancellation permits for operation (this item comes into force on 02.08.2021).

NCCIR allocated a following numbering resource for a term of 5 years to:

  • DATAGROUP PJSC: 200 numbers in Mariupol, Donetsk Oblast; 200 numbers in Kramatorsk, Donetsk Oblast; 200 numbers in Zhytomyr; 200 numbers in Uzhhorod; 200 numbers in Melitopol, Zaporizhzhia Oblast; 200 numbers in Ivano-Frankivsk; 200 numbers in Kropyvnytskyi; 200 numbers in Severodonetsk, Luhansk Oblast; 200 numbers in Sumy; 200 numbers in Ternopil; 200 numbers in Kherson; 200 numbers in Chernivtsi; 200 numbers in Chernihiv; 
  • UKRTELEKOM, PJSC: three final destination signaling codes of SS7 network in Ivanivka township, Kherson region;, Kherson Oblast; in Gornostayivka township, Kherson Oblast; in Volodarka township, Kyiv Oblast;
  • Bi Ti Ci, LLC a final destination signaling code of SS7 network in Kyiv City (this item comes into force on 02.08.2021).

The Commission reissued to Bi Ti Ci, LLC a permit for the use of numbering resource with the capacity of 18000 phone numbers in connection with the re-issuance of the permit for the withdrawn numbering resource used by consumers (this item comes into force on 02.08.2021).
