Results of NCCIR meeting dated June 01, 2021

The Commission issued three licenses to economic entities for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal): two licenses to a sole proprietor Zayitsev V.V. and a license to TELERADIOKOMPANIIA HOK, LLC in Poltava Oblast for a term of 5 years.

Due to the decrease of the number of regions the Commission re-issued to VEDEKON, LLC a license for broadband radio access (a radio data transmission system using noise-shaped signal) in Zhytomyr, Poltava and Kharkiv Oblasts validity on January 19, 2023.

The Commission extended the validity of four licenses for the use of RFMC:

  • for broadband radio access (a radio data transmission system using noise-shaped signal) to SKAYHRUP, LLC in Kharkiv Oblast from November 30, 2021 till November 29, 2026;
  • for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) to DORIS, LLC in Luhansk Oblast from October 21, 2021 till October 20, 2026;
  • for radio link communication (radio link communication of fixed radio service) to Broadcasting, Radiocommunications and Television Concern in Kyiv Oblast from October 04, 2021 till August 22, 202; to TELEKOMUNIKATSIYNA KOMPANIIA VINTELEPORT, LLC in Vinnytsa Oblast from August 23, 2021 till August 22, 2026.

Moreover, in accordance with the Law of Ukraine “On Radio Frequency Resource of Ukraine” the Commission took note that the license issued to a sole proprietor Pavlov M.L. for the use of RFMC of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) is invalid.

Upon examination of the applications of Natsionalʹnyy Tsentr Upravlinnya ta Vyprobuvanʹ Kosmichnykh Zasobiv concerning the possibility of applying the particular type of REF* and RC* in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, the Commission identified as possible the use of two declared types of REF in the territory of Ukraine.

In addition, the Сommission determined that it is not possible to use the universal ground control station AZHA.464514.006 TU model UNSU in the territory of Ukraine in the radio frequency band 8400-8500 MHz for radio technology "Telemetry and telecontrol of satellite networks" due to the lack of distribution of the specified radio frequency band for the use of REF of the specified radio technology in the Plan for the use of RFMC of Ukraine, approved by the resolution of the Cabinet of Ministers of Ukraine dated 09.06.2006 № 815 (with changes).

On the basis of notifications, NCCIR included to “The Unified State Register of Postal Telecommunications Operators” information about four operators: DION TRAVEL, LLC; a sole proprietor Barabash O.F, which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine except the annexed territories; and in the territory of European Union countries, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden; FAST BUS, LLC; ROMAN-RAYZEN, PE which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Union countries and in the territory of EU, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden.
