Results of NCCIR meeting dated May 11, 2021

In accordance with the Law of Ukraine “On Radio Frequency Resource of Ukraine” for the use of RFMC of Ukraine the Commission issued two licenses to FAKTOR, PE for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in Mykolaiv Oblast for a period of December 30, 2026 and for a period of December 30, 2030.

The Commission issued two licenses for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) for a term of 5 years to: TVP FORMAT, LLC in Donetsk Oblast and to DATAGROUP, PJSC in Kyiv Oblast.

The Commission extended the validity of two licenses for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) to sole proprietors: Sokolova S.S. in Odesa Oblast from November 21, 2021 till November 20, 2026; Isaev M.M. in Kherson Oblast from September 14, 2021 till September 13, 2026.

According to the application the Commission revoked two licenses of VEDEKON, LLC for the use of RFMC of Ukraine for broadband radio access (radio communication in the data transmission system using noise- shaped signals) in the territory of Kyiv Oblast, Kharkiv Oblast as well as in the territory of Lviv, Rivne, Khmelnytsky, Zhytomyr, Kyiv, Cherkasy, Poltava and Donetsk regions followed by cancellation of permits.

In connection with the revocation of a license for the use of RFM of Ukraine NCCIR has revoked to DATAGROUP, PJSC six permits for REFs*.

The Commission has refused to a sole proprietor Bilous O.I. to extend the validity of a license for the use of RFMC of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Ivano-Frankivsk Oblast due to the licensee's failure to comply with the conditions specified in the license through its own fault.

In accordance with the paragraphs 10-12 of the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC about one type of radio facility.

Upon examination of the applications of HUAWEI UKRAINE, LLC concerning the possibility of applying the particular type of REF and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, the Commission identified as possible the use of three declared types of radio electronic facilities in the territory of Ukraine.

On the basis of notification, NCCIR included information about two operators: a sole proprietor Drahan S.V. which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Union and in the territory of EU, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden; POSHTA HROMADY, LLC which will provide the same services in the territory of Ukraine, except for the temporarily occupied territories.

In accordance with the Law of Ukraine “On Telecommunications” and in accordance with the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine, the Commission issued the following numbering resource for a term of 5 years to:

  • Ukrtelecom, PJSC - a final destination signaling code of SS7 network in Tyvriv, Vinnytsia Oblast and a final destination signaling code of SS7 network in Haisyn, Vinnytsia Oblast,
  • BINOTEL, LLC - 1000 numbers in Pavlohrad, Dnipropetrovsk Oblast; 1000 numbers in Kramatorsk, Donetsk Oblast; 1000 numbers in Uzhhorod; 1000 numbers in Nikopol, Dnipropetrovsk Oblast.
