Results of NCCIR meeting dated October 20, 2020

The Commission issued two licenses for an additional frequency resource (RF) bandwidth. NCCIR re-issued three permits for the use of numbering resource. These and the other decisions were adopted during the regular NCCIR meeting on October 20, 2020.

In accordance with the Law of Ukraine “On Radio Frequency Resource of Ukraine” for the use of the radio frequency resource of Ukraine (RFMC of Ukraine) the Commission issued two licenses for an additional RF for a term of 5 years to:

  • a sole proprietor Pasko S.M. for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in Kherson Oblast;
  • UHTELEHRUPP, LLC for the use of RFMC of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Zaporizhzhia Oblast.

In accordance with the paragraph 1 of Part 1 of Article 38 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, according to the application of DATAGROUP, PJSC the Commission cancelled two licenses for the use of RFMC of Ukraine for digital wireless telephony (radio communication in the system with fixed subscriber radio access of the DECT standard) in the territory of Dnipropetrovsk, Poltava, Zakarpattia, Chernivtsi Oblasts and the Autonomous Republic of Crimea and a license in the territory of Odessa, Luhansk, Lviv, Khmelnytsky, Kirovohrad, Ternopil and Chernihiv Oblasts, also to KEYBL TV-FINANSY, LLC - a license for multiservice radio access (radio communication in multi-channel distribution systems for transmission and retransmission of television image, sound transmission, digital information) in the territory of Poltava, Khmelnytsky, Volyn, Rivne, Cherkasy and Kyiv Oblasts with the subsequent cancellation of operating permits.

In accordance with Articles 14, 44 of the Law of Ukraine "On Radio Frequency Resource of Ukraine", considered materials received from Ukrainian State Center of Radio Frequencies State Enterprise (hereinafter - UCRF) concerning violation of conditions of the permit for operation of radio electronic facility (REF) by HRANAT UKRAINE, LLC, as a user of RFMC of Ukraine, the Commission approved the decision of the UCRF about refuse to extend the validity of the permit operation of REF.

In accordance of Article 37 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Commission has refused to DORIS, PJSC to extending the validity of two licenses for the use of RFMC of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in Luhansk Oblast in connection with the applicant's violation of the requirements of part one of Article 37 of the Law of Ukraine "On the Radio Frequency Resource of Ukraine" and paragraph 3.9 of the License Terms of Use of the Radio Frequency Resource of Ukraine regarding the application form.

In accordance with the Article 26 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Regulations on the Procedure and Form of Maintaining the Register of REF and RC** that may be applied in the territory of Ukraine in common bands (public radio frequency bands), also upon examination of the applications of SETEKO, LLC; SONI UKRAYINA, LLC; INTRASYSTEMS, LLC; NVP URS, LLC and according to the results of technical expertise on issues of electromagnetic compatibility of declared REFs types, NCCIR identified as possible to use nine types of REFs in the territory of Ukraine.

In accordance with the Law of Ukraine “On Telecommunications” and in accordance with the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine, according to the applications of economic entities, the Commission has removed following numbering resource with further cancellation of the permit to:

  • KOMUNALNE NEKOMERTSIYNE PIDPRYIEMSTVO OBLASNYY TERYTORIALNYY TSENTR EKSTRENOYI MEDYCHNOYI DOPOMOHY TA MEDYTSYNY KATASTROF KHERSONSKOYI OBLASNOYI RADY - a final destination signaling code of SS7 network in Kherson City without cancellation of the permit;
  • TRANSNATSIONALNA FINANSOVO-PROMYSLOVA NAFTOVA KOMPANIIA UKRTATNAFTA, PJSC - a final destination signaling code of SS7 network and 1 800 numbers in Kremenchuk City, Kremenchuk district Poltava Oblast.

According to the applications of economic entities the Commission issued a numbering resource to:

  • lifecell - a short number 1501 for the organization of the information and reference service "Processing of applications for housing and communal services" for use in the mobile network with identification codes of the mobile network 63, 73, 93 in Belgorod- Dniester city Odessa Oblast. Customer of the service is "CALL-CENTER 15-01", LLC;
  • KOMUNALNE NEKOMERTSIYNE PIDPRYIEMSTVO OBLASNYY TERYTORIALNYY TSENTR EKSTRENOYI MEDYCHNOYI DOPOMOHY TA MEDYTSYNY KATASTROF KHERSONSKOYI OBLASNOYI RADY - a final destination signaling code of SS7 network in Kherson City with the issuance permit for a term of 5 years;
  • TRANSNATSIONALNA FINANSOVO-PROMYSLOVA NAFTOVA KOMPANIIA UKRTATNAFTA, PJSC - a final destination signaling code of SS7 network in Kremenchuk City, Kremenchuk district Poltava Oblast with the issuance permit for a term of 5 years.

In connection with the re-issuance of the permit for the withdrawn numbering resource used by consumers by the decision of NCCIR, the Commission reissued to TRANSNATSIONALNA FINANSOVO-PROMYSLOVA NAFTOVA KOMPANIIA UKRTATNAFTA, PJSC a permit for the use of 1 800 numbers in Kremenchuk City, Kremenchuk district Poltava Oblast with the issuance permit for a term of 5 years.

NCCIR has removed from TELESYSTEMY UKRAINY, PJSC national identification code of the mobile communication network 92; MNC international network identification code 21 and SS7 network code in the territory of Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Poltava, Kharkiv and Kherson Oblasts.

The Commission issued to TELESYSTEMY UKRAINY, PJSC signaling codes of SS7 network in the territory of Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Poltava, Kharkiv and Kherson Oblasts with the issuance permit for a term of 2 years with inclusion in the permit of special conditions: to carry out within 1,5 years from the date of issue of the corresponding permit modernization of the equipment and to provide execution of NCCIR decision from 10/16/2018 № 543 "About definition of terms of the beginning of introduction of services on transfer of subscriber numbers on telecommunication networks including the creation of local databases of telecommunications operators providing mobile services and their connection to a centralized database". Also NCCIR re-issued to this operator a permit to use national identification code of the mobile communication network 92; MNC international network identification code 21 and SS7 network code in the territory of Dnipropetrovsk, Donetsk, Zaporizhzhia, Kyiv, Poltava, Kharkiv and Kherson Oblasts with the issuance permit for a term of 2 years with inclusion in the permit of special conditions: to carry out within 1,5 years from the date of issue of the corresponding permit modernization of the equipment and provide implementation of requirements of the Law of Ukraine "On Telecommunications" regarding the provision of a subscriber number portability service to subscribers in accordance with the procedure established by NCCIR.
