Results of NCCIR meeting dated September 15, 2020
The Commission decided to regulate the numbering resource. These and the other decisions were adopted during the regular NCCIR meeting on September 15, 2020.
In accordance with the paragraph 1 of Part 1 of Article 38 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, according to the application of a sole proprietor Pimonenko S.V. the Commission cancelled two licenses for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Sumy Oblast.
In accordance with the paragraphs 10-12 of the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC about radio modem of the SATELLAR XT 5RC series of the SATELLAR RU-Q model, production "Satellite Oy", Finland.
In accordance with Article 26 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Regulations on the Procedure and the Form of Maintaining the Register of REF and RC, upon examination of the application of INTRAKOM TELEKOM UKRAYINA, LLC concerning the possibility of applying the particular type of REF or RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, NCCIR has identified the possible to use of two declared types of RES in the territory of Ukraine.
In accordance with the Law of Ukraine “On Telecommunications” and in accordance with the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine, according to the applications of Ukrtelekom, PJSC the Commission has removed the following numbering resource in the territory of Ukraine: seven international codes of signaling points of SS7 network; 30 codes of transit signaling points of SS7 network; two codes of end signaling points of SS7 network; network code SS7; national identification code 892 of the fixed line destination network; international mobile network identification code MNC 08; operator code 50 of the global telecommunications service 800; operator code 30 of the global telecommunications service 900 with further cancellation of 38 permits.
According to the applications of Ukrtelekom, PJSC the Commission issued a numbering resource with permits for a term of 5 years: four codes of international signaling points of SS7 network; 30 codes of transit signaling points of the SS7 network; two codes of end signaling points of SS7 network; one code of SS7 network; short number 1501 for the organization of information and reference service " Processing of appeals on receiving housing and communal services" for use in the fixed telephone network in the Belgorod-Dnistrovskyi region (Odesa Oblast). (The customer of the service is "CALL-CENTER 15-01", LLC).
NCCIR re-issued to Ukrtelekom, PJSC five permits for the use of numbering resource:
- in connection with re-issuing of the permit for the number resource withdrawn by the decision of NCCIR, used by consumers in Ukraine for a term of 5 years four permits for use of: national identification code 892 of fixed line network; international mobile network identification code MNC 08; the operator code 50 of the global telecommunications service 800 "Call at the expense of the called subscriber"; operator code 30 of the global telecommunications service 900 "With the distribution of profits";
- in connection with the emergence of the operator's need to change the purpose and volume of numbering resource - a permit for the use of a short number 1555 for organization of information and reference service of social direction "Hotline" of Mariupol City Council in Mariupol City Donetsk Oblast (the customer is Department of Administrative services of Mariupol City Council), as well as for the use of 122 short numbers in Donetsk City and Donetsk Oblast.
