Results of NCCIR meeting dated August 04, 2020

NCCIR issued four licenses for the use of radio frequency resource of Ukraine (RFMC of Ukraine), two licenses for an additional frequency resource (RF) bandwidth, re-issued four licenses and extended the validity of four licenses for the use of RFMC of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on August 04, 2020.

In accordance to the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Commission issued four licenses for the use of RFMC of Ukraine for a term of 5 years to economic entities:

  • KIBERKORP SISTEMS, LLC - a license for broadband radio access (a radio data transmission system using noise-shaped signal) in Dnipropetrovsk Oblast;
  • AVATOR COM, LLC - two licenses for broadband radio access (a radio data transmission system using noise-shaped signal in Chernihiv Oblast;
  • a sole proprietor Titenko S.V. - license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Sumy Oblast.

The Commission issued two licenses for an additional frequency resource (RF) bandwidth for a term of 5 years to:

  • BUZOVA-BUDINVEST, LLC - for broadband radio access (a radio data transmission system using noise-shaped signal) in Kherson Oblast;
  • HRANAT UKRAINE, LLC - for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Chernihiv Oblast.

In connection with the change of location of the legal entity, according to the applications the Commission re-issued to MEHA-LINK, LLC four licenses for the use of RFMC of Ukraine and declared invalid the reissuing licenses: two licenses for broadband radio access (a radio data transmission system using noise-shaped signal) in Dnipropetrovsk Oblast validity on December 07, 2021 and in Poltava Oblast validity on November 12, 2022; two licenses for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Dnipropetrovsk Oblast validity on December 07, 2021 and in Poltava Oblast validity on November 12, 2022.

By the same decision the Commission extended the validity of four licenses for the use of RFMC of Ukraine to:

  • a sole proprietor Severenchuk M.V. - for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from February 04, 2021 till February 03, 2026 in Cherkassy Oblast;
  • lifecell - for GSM-900 digital cellular radio from November 17, 2020 till November 16, 2025 in Kyiv City and 17 regions of Ukraine;
  • TELESYSTEMS OF UKRAINE, PJSC - for CDMA-800 digital cellular radio from January 01, 2021 till December 31, 2024 in Dnipropetrovsk Oblast which is reissued by paragraph 2 of the decision of NCCIR № 274 of 21.07.2020;
  • KYIVSTAR, JSC - for radio link communication (radio link communication of fixed radio service) from November 29, 2020 till November 28, 2035 in Kyiv City and Kyiv Oblast.

In accordance with Part 6 of Article 33 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the requirements of paragraph 3.5 of the License Terms of Use of the RFM of Ukraine, NCCIR postponed the terms of beginning of the use and complete mastering of RFMC without changing the term of the license to RADIO-LINK, LLC on the basis of documented confirmed circumstances that do not allow timely use of RFM and of the appeal.

In accordance with Article 26 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Regulations on the Procedure and the Form of Maintaining the Register of REF and RC, upon examination of the applications of SETEKO, LLC concerning the possibility of applying the particular type of REF or RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, NCCIR identified as possible the use of four types of radio electronic facilities in the territory of Ukraine

In accordance with the Part 6, Article 8 of the Law of Ukraine “On Postal Communication”, with the Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, on the basis of notification, NCCIR has included information into “The Unified State Register of Postal Telecommunications Operators” about three operators: -INTERTRANS-, PE, LIKEBUS, LLC, TURYST, LLC which will provide services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine and EU countries.
