Results of NCCIR meeting dated May 19, 2020

The Commission reissued four licenses, cancelled 17 and extended the validity of four licenses for the use of radio frequency resource of Ukraine (RFMC of Ukraine). These and the other decisions were adopted during the regular NCCIR meeting on May 19, 2020.

In accordance with the Law of Ukraine "On Radio Frequency Resource of Ukraine" according to the applications, the Commission reissued four licenses for the use of RFMC of Ukraine to:

  • INTERNATSIONALNI TELEKOMUNIKATSIYI, LLC: in accordance with the recommendations provided to the economic entities by the decision of the NCCIR from 28.04.2020 № 176 and in connection with the decrease of radio frequency bands –three licenses for CDMA 800 cellular radio in Kyiv City, Kyiv Oblast, Autonomous Republic of Crimea, Sevastopol and Dnipropetrovsk, Donetsk, Odessa, Kharkiv, Luhansk, Zaporizhia, Poltava, Mykolaiv Oblasts validity on January 01, 2026, in the territory of 24 regions of Ukraine, Autonomous Republic of Crimea, Kyiv City validity on August 12, 2024; in Zakarpattia, Ivano-Frankivsk, Ternopil and Chernivtsi Oblasts validity on December 31, 2027; in connection with the decrease the number of regions and with the decrease of radio frequency bands a license for CDMA 800 cellular radio in 15 region of Ukraine validity on January 01, 2026.

The Commission according to the application of INTERNATSIONALNI TELEKOMUNIKATSIYI, LLC cancelled 17 licenses for the use of RFMC of Ukraine for CDMA 800 cellular radio.

By the same decision the Commission extended the validity of four licenses for the use of RFMC of Ukraine:

  • for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) to Municipal Enterprise "City Information Center" in Kharkiv Oblast from August 02, 2020 till August 01, 2025;
  • for multiservice radio access (radio communication in multi-channel distribution systems for transmission and retransmission of television image, sound transmission, digital information) to KEYBL TV-FINANSY, LLC in Zakarpattia, Ternopil, Ivano-Frankivsk and Chernigiv Oblasts from September 06, 2020 till September 05, 2025; two licenses to FARLEP-INVEST, PJSC in Zakarpattia, Ternopil, Ivano-Frankivsk and Chernigiv Oblasts and in Ternopil, Ivano-Frankivsk and Chernigiv Oblasts from September 06, 2020 till September 05, 2025.

In accordance with paragraph 4 of Part 5 of Article 33 and Part 4 of Article 39 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Commission has refused to a sole proprietor Khrulov S.S. to issue a license for an additional RF bandwidth for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Volyn Oblast in connection with non-compliance of the applicant and the non-submission of documents with the requirements of paragraph 3.10 of the License Terms of use of of RFMC of Ukraine.

In accordance with the paragraphs 10-12 of the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC about four types of radio facilities.

In accordance with Article 26 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Regulations on the Procedure and the Form of Maintaining the Register of REF and RC, upon examination of the applications of А-TECHNOLOGIES, LLC, SES SIRIUS UKRAYINA, LLC, FLY TECHNOLOGY, LLC NCCIR identified as possible the use of three declared types of REFs in the territory of Ukraine.

In accordance with the Part 6, Article 8 of the Law of Ukraine “On Postal Communication”, on the basis of notification, NCCIR has included information into “The Unified State Register of Postal Telecommunications Operators” about one operator – a sole proprietor Chumachenko S.O. which will provide services for mail receiving, mail processing, transportation and delivery of postal items in the territory of Odessa, Kyiv Oblast and Kyiv city.

In accordance with the Law of Ukraine “On Telecommunications” and in accordance with the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine according to the applications of economic entities, NCCIR has removed the following numbering resource to:

  • a sole proprietor Chereda G.V.: with the capacity of 14900 phone numbers in Kyiv City; 1 000 phone numbers in Gatne village (Vita Poshtova region, Kyiv Oblast); 23300 phone numbers in Sumy; 1 000 phone numbers in Trostyanets and Trostyanets region, Sumy Oblast; 1 000 phone numbers in Okhtyrka (Sumy Oblast); the final destination signaling code of SS7 network in Kyiv City; the final destination signaling code of SS7 network in Trostyanets (Sumy Oblast); the final destination signaling code of SS7 network in Okhtyrka (Sumy Oblast); the final destination signaling code of SS7 network in Sumy City with further cancellation of 8 permits (enters into force on 01.07.2020);
  • ROSAVA, PJSC - 2 000 phone numbers and the final destination signaling code of SS7 network in Bila Tserkva, Kyiv Oblast with further cancellation of 2 permits (enters into force on 01.06.2020).

The Commission issued to PREMIORI, LLC numbering resource with the capacity of 1000 phone numbers and the final destination signaling code of SS7 network in Bila Tserkva, Kyiv Oblast with a term of 1 year and a permit for a period of 5 years (enters into force on 01.06.2020).
