Results of NCCIR meeting dated 06 August 2019

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with nine positions. NCCIR extended the validity of two licenses for operating in telecommunications sector. NCCIR issued one license, extended the validity of seven licenses for the use of radio frequency resource of Ukraine and also, issued two licenses for an additional RF bandwidth. These and the other decisions were adopted during the regular NCCIR meeting on August 06, 2019.

According to the Commission’s decision, four operators and five providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, Si-Es-Ti Invest, PJSC has informed the Commission of change the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector, according to the applications of economic entities, NCCIR excluded four economic entities from “The Register of Telecommunications Operators and Providers”, as follows: a sole proprietor Shalenko O.M.; VINNYTSIA.SERVIS.POSTACHANNIA, LLC; Kontakt-Slavuta-Plius, LLC; Subsidiary Enterprise “Kontakt-Slavuta”, LLC.

According to the application of T.R. KOMIUNIKEISHN, LLC, the Commission issued a copy of a license for the provision of fixed local telephony with the network capacity on to 1.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels for the use in the territory of Kyiv city to the telecommunications provider DABL-YU NET TELEKOM YUA, LLC in the territory of Kyiv city without the right of engineering maintenance and telecom networks operation, providing telecommunication channels for the use.

NCCIR, according to the applications of economic entities, extended the validity of two licenses to:

  • VIZYT, Private TV and Radio Company – a license for the provision of engineering maintenance and telecom networks operation services in the territory of Pershotravensk city, Petropavlivka township, Samarske and Troitske villages (Dnipropetrovsk Oblast) from February 12, 2020 till February 11, 2025;
  • PLUTON-SV, Private Enterprise – a license for the provision of fixed local telephony with the network capacity on to 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels for the use in the territory of Kherson city and Kherson Oblast from December 17, 2019 till December 16, 2024.

According to the application of Dominet, LLC, the Commission issued a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) for a term of 5 years in the territory of Kyiv Oblast.

Moreover, according to the applications of INTERNATSIONALNI TELEKOMUNIKATSII, LLC, NCCIR issued two licenses for an additional RF bandwidth for digital cellular radio communication of CDMA-800 standard for a term of 5 years: in the territory of 24 regions of Ukraine and in Kyiv and Sevastopol cities, Autonomous Republic of Crimea and also in the territory of Autonomous Republic of Crimea, Donetsk and Luhansk Oblasts.

The Commission, according to the licensees’ applications, extended the validity of seven licenses for the use of radio frequency resource of Ukraine to:

  • FRIVEI PLIUS, LLC – a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Zhytomyr Oblast from November 20, 2019 till November 19, 2024;
  • FARLEP – INVEST, PJSC – for multiservice radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information): two licenses in the territory of Chernivtsi Oblast from Decenber 27, 2019 till December 26, 2024; one license in the territory of Vinnytsia, Zhytomyr, Kyiv, Lviv, Mykolaiv, Sumy and Kherson Oblasts; one license in the territory of Kyiv, Mykolaiv, Kherson and Zhytomyr Oblasts; one license in the territory of Kyiv, Vinnytsia, Sumy, Luhansk, Mykolaiv, Kherson, Lviv, Zhytomyr, Autonomous Republic of Crimea and Sevastopol city from January 20, 2020 till January 19, 2025;
  • DATAGROUP, PJSC – a license for radio link communication (radio link communication of fixed radio service) in Lviv Oblast from November 20, 2019 till November 19, 2024.

In accordance with paragraph 3 of Part 5 of Article 33 and Part 4 of Article 39 of the Law of Ukraine “On Radio Frequency Resource of Ukraine” (in connection with the unreliability of the data in the documents submitted by the applicant for obtaining a license), NCCIR refused to Joint Ukrainian-German Enterprise “Infokom” in LLC form in issuance of a license for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Cherkasy Oblast.

In accordance with the paragraph 1 of Part 1 of Article 38 of the Law of Ukraine “On the Radio Frequency Resource of Ukraine” and according to the applications of Ukrtelecom, PJSC, the Commission has adopted the decision to cancel two licenses for the use of radio frequency resource of Ukraine for radio link communication (radio link communication of fixed radio service) in the territory of Dnipropetrovsk Oblast and in the territory of Cherkasy Oblast.
