Results of NCCIR meeting dated 23 July 2019

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 12 positions. NCCIR issued one license and extended the validity of five licenses for the use of radio frequency resource of Ukraine. Also, NCCIR identified as possible the use of one declared type of radio electronic facility in the territory of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on July 23, 2019.

According to the Commission’s decision, three operators and nine providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, two economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”, as follows: Lvivteploenerho, Lviv City Municipal Enterprise and Binotel, LLC.

In connection with the termination of activities in the telecommunications sector, according to the applications of economic entities, NCCIR excluded from “The Register of Telecommunications Operators and Providers” the sole proprietors Svidzinskyi Yu.L. and Starodubtsev D.Iu.

According to the application of economic entity, the Commission issued one license for an additional RF bandwidth to a sole proprietor Litvin N.S. for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) for a term of 5 years in the territory of Vinnytsia Oblast.

According to the applications of economic entities, NCCIR adopted the decision to extend the validity of five licenses for the use of radio frequency resource of Ukraine to:

  • IMK, LLC – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) from November 09, 2019 till November 08, 2024 in the territory of Kyiv city;
  • ZEUS AIR, LLC – a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from November 17, 2019 till November 16, 2024 in the territory of Poltava Oblast;
  • Keibl TV-finansy, LLC – a license for the use of radio frequency resource for multiservice radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from November 30, 2019 till November 29, 2024 in the territory of Kyiv city, Kharkiv, Donetsk, Dnipropetrovsk, Zaporizhzhia and Odesa Oblasts;
  • Broadcasting, Radiocommunications and Television Concern (two licenses) – for the use of radio frequency resource for radio link communication (radio link communication of fixed radio service) from January 01, 2020 till December 31, 2024 in the territory of Khmelnytskyi and Chernivtsi Oblasts; and in the territory of Donetsk Oblast.

In accordance with the paragraph 1 of Part 1 of Article 38 of the Law of Ukraine “On the Radio Frequency Resource of Ukraine” and according to the licensees’ applications, NCCIR has adopted the decision to cancel two licenses for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) to: a sole proprietor Svidzinskyi Yu.L. in the territory of Vinnytsia Oblast and spozhyvche tovarystvo “AIST terytorialnyi partner v Ukraini” in the territory of Odesa Oblast.

In accordance with Article 26 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Regulations on the Procedure and the Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), upon examination of the application of Farlep-Invest, PJSC concerning the possibility of applying the particular type of REF or RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, the Commission identified as possible the use of one type of radio electronic facility in the territory of Ukraine.
