Results of NCCIR meeting dated 16 July 2019

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 21 positions. NCCIR extended the validity of four licenses for operating in telecommunications sector. The Commission issued two licenses for an additional RF bandwidth and extended the validity of one license for the use of radio frequency resource of Ukraine. Also, NCCIR re-issued 12 permits for the use of numbering resource. These and the other decisions were adopted during the regular NCCIR meeting on July 16, 2019.

According to the Commission’s decision, seven operators and 14 providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, 12 economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”, as follows: I-LAN, LLC; VYSHNEVSKI LOKALNI MEREZHI, LLC; IRPINSKI LOKALNI MEREZHI, LLC; VOLIA-KABEL, LLC; TELEMIST, LLC; SINET ISP, LLC; and the sole proprietors: Rybak O.O., Rybak T.A., Smoliarchuk Yu.I., Boikiv M.O., Khromiak V.V. and Matviienko I.S.

In connection with the termination of activities in the telecommunications sector, according to the application of economic entity, NCCIR excluded from “The Register of Telecommunications Operators and Providers” a sole proprietor Ivanov V.P.

In accordance with the Part 6, Article 8 of the Law of Ukraine “On Postal Communication”, Subparagraph 30 of Paragraph 4 of the Regulations on National Commission for the State Regulation of Communications and Informatization, approved by the Decree of the President of Ukraine dated November 23, 2011 No. 1067, with the Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, approved by the NCCIR decision dated 29 November 2016 No. 623 and registered at the Ministry of Justice of Ukraine on December 21, 2016 under No. 1679/29809, according to the operator’s application, NCCIR adopted the decision to add the information into “The Unified State Register of Postal Telecommunications Operators” about WORLD POST, LLC – which will provide services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine, except for communities of Donetsk and Luhansk Oblasts, in the territories in which temporarily don’t exercise the powers of the state government bodies of Ukraine, settlements located on the contact line of the Autonomous Republic of Crimea and Sevastopol city.

According to the applications of economic entities, the Commission extended the validity of two licenses to Ukrainski novitni telekomunikatsii, LLC for the provision of engineering maintenance services and operation of telecom networks (telecommunications networks): in the territory of Odesa city from November 09, 2019 till November 08, 2024 and in the territory of Kharkiv city from November 09, 2019 till November 08, 2024, and also two licenses for the provision of fixed local telephony with the network capacity on to 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels for the use: in the territory of Kharkiv Oblast from November 09, 2019 till November 08, 2024 and in the territory of Odesa Oblast from November 09, 2019 till November 08, 2024.

According to the applications of economic entities, NCCIR issued two licenses for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) for a term of 5 years to:

  • DATAGROUP, PJSC – a license for the use of radio frequency resource in the territory of Zaporizhzhia Oblast;
  • a sole proprietor Hrachov S.O. – a license for the use of radio frequency resource in the territory of Sumy Oblast.

According to the application of DATAGROUP, PJSC, the Commission extended the validity of one license for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) from November 02, 2019 till November 01, 2024 in the territory of 27 regions of Ukraine.

In accordance with the paragraph 1 of Part 1 of Article 38 of the Law of Ukraine “On the Radio Frequency Resource of Ukraine”, according to the licensee’s application, NCCIR has adopted the decision to cancel a license to PAN-TELEKOM, LLC for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Sumy Oblast.

In accordance with the paragraphs 10-12 of the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC about two types of radio facilities.

According to the applications of economic entities, NCCIR re-issued 12 permits for the use of numbering resource to:

  • Ukrainska zaliznytsia, JSC (11 permits in connection with the extension of the validity period of the licenses):
    • for the use of numbering resource in Kirovohrad Oblast: with the capacity of 800 phone numbers in Haivoron city; 600 phone numbers in Dolynska city; 2.350 phone numbers in Znamianka city;
    • for the use of numbering resource with the capacity of 200 phone numbers in Kropyvnytskyi city;
    • the destination signaling code of SS7 network in Kropyvnytskyi city;
    • for the use of numbering resource in Cherkasy Oblast: with the capacity of 400 phone numbers in Cherkasy city; 2.300 phone numbers in Smila city; 700 phone numbers in Khrystynivka city;
    • for the use of numbering resource in Cherkasy Oblast: two destination signaling codes of SS7 network in Smila and Khrystynivka cities;
    • the destination signaling code of SS7 network in Cherkasy city;
    • for the use of numbering resource with the capacity of 3.000 phone numbers in Kherson city and the destination signaling code of SS7 network in Kherson city;
    • for the use of numbering resource with the capacity of 1.800 phone numbers in Mykolaiv city;
    • for the use of numbering resource in Odesa Oblast with the capacity of 10.000 phone numbers in Odesa city; 2.000 phone numbers in Podilsk city; 200 phone numbers in Izmail city; 1.000 phone numbers in Rozdilna city; 500 phone numbers in Chornomorsk city;
    • the destination signaling codes of SS7 network in Odesa city and in Chornomorsk city (Odesa Oblast);
  • T.R. Komiunikeishn, LLC – a permit for the use of numbering resource with the capacity of 1.000 phone numbers in Kyiv city (due to permit’s re-issuing on the withdrawn numbering resource, according to NCCIR decision, which is used by consumers).
