Results of NCCIR meeting dated 19 February 2019

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with eight positions. The Commission extended the validity of two licenses for operating in telecommunications sector. The Commission issued one license for the use of radio frequency resource of Ukraine and five licenses for an additional RF bandwidth. These and the other decisions were adopted during the regular NCCIR meeting on February 19, 2019.

According to the Commission’s decision, four operators and four providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, 12 economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”, as follows: STARLAIT MEDIA, LLC; SVIT-INFORM, Private Enterprise; Podilska telefonna kompaniia “MITEL”, PJSC; DATA-IX UA, LLC; UA.NET, LLC; UKRAINSKI OPTYCHNI SYSTEMY, LLC; EZERLINK, LLC; the sole proprietors: Hrynykha M.Iu., Hrynykha K.Ia., Hrynykha Yu.I., Kashytsia V.M. and Hladii V.V.

In connection with the termination of activities in the telecommunications sector, three sole proprietors were excluded from “The Register of Telecommunications Operators and Providers”, as follows: Sereda M.M., Lysiuk S.M., Kravchuk L.M.

According to the economic entities’ applications, the Commission extended the validity of two licenses for operating in telecommunications sector to:

  • teleradiokompaniia “Telemyr”, LLC – for the provision of engineering maintenance services and telecom networks (telecommunications networks) operation in the territory of Volnovakha city (Donetsk Oblast) from June 15, 2019 till June 14, 2024;
  • Internatsionalni telekomunikatsii, LLC – for the provision of fixed domestic long distance (DLD) telephony with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in use in the territory of Dnipropetrovsk, Donetsk, Zaporizhzhia, Luhansk, Lviv and Kharkiv Oblasts from July 09, 2019 till July 08, 2024.

According to the application of a sole proprietor Sheremet V.O., NCCIR issued a license for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in Kirovohrad Oblast for a term of 5 years.

According to the economic entities’ applications, the Commission issued five licenses for an additional RF bandwidth for a term of 5 years to:

  • a sole proprietor Pavliuk O.O. – two licenses for broadband radio access (a radio data transmission system using noise-shaped signal) in Zhytomyr Oblast;
  • SI DI EM EI TSENTR, LLC – a license for broadband radio access (a radio data transmission system using noise-shaped signal) in Poltava Oblast;
  • FAIV HRUP, LLC – two licenses for broadband radio access (a radio data transmission system using noise-shaped signal) in Kharkiv and Poltava Oblasts.

According to the licensee’s application, NCCIR cancelled a license to Intelektualni Komunikatsii, LLC for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Zhytomyr, Mykolaiv, Odesa and Poltava Oblasts.

In accordance with Article 26 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Regulations on the Procedure and the Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands), and upon examination of the applications of IN-Prem, LLC and Ericsson, Subsidiary Enterprise with 100% of foreign investments, concerning the possibility of applying the particular type of REF* and RC** in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility, the Commission identified as possible the use of five types of radio electronic facilities in the territory of Ukraine.
