In accordance with the Law of Ukraine «On Radio Frequency Resource of Ukraine» the Commission issued two licenses for the use of RFMC of Ukraine for a period of 5 years to:

• a sole proprietor Bihunu V.P. for broadband radio access (a radio data transmission system using noise-shaped signal) in Vinnytsa Oblast;
• TELEKOMUNIKATSIYNI SYSTEMY, ADDITIONAL LIABILITY COMPANY (ALC) for digital trunking radio (trunking radio) in Kyiv City.

The Commission issued two licenses for an additional frequency resource (RF) bandwidth for radio link communication (radio link communication of fixed radio service) for 5 years to: lifecell, LLC in Kyiv City and 22 regions of Ukraine; Broadcasting, Radiocommunications and Television Concern in Odesa Oblast.

The Commission reissued three licenses for the use of RFMC of Ukraine:

• in connection with the decrease of radio frequency bands to a sole proprietor Leshchenko V.B. for broadband radio access (a radio data transmission system using noise-shaped signal) in Vinnytsa Oblast validity on July 23, 2022;
• in connection with the decrease the number of regions two licenses to: FARLEP-INVEST, PJSC for broadband radio access (a radio data transmission system using noise-shaped signal) in Kyiv and Odesa Oblasts validity on May 17, 2026; DATAGROUP, PJSC for radio link communication (radio link communication of fixed radio service) in Kyiv City and 24 regions of Ukraine validity on February 11, 2027.

The Commission extended the validity of three licenses for the use of RFMC of Ukraine:

• for broadband radio access (a radio data transmission system using noise-shaped signal) to TSYFROVI KOMUNIKATSIYI, PE in Kherson, Mykolaiv and Kirovohrad Oblasts from December 22, 2022 till December 21, 2027;
• for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) two licenses to: CENTER VIRTUAL REALITY, PE in Dnipropetrovsk Oblast from April 10, 2022 till April 09, 2027; ARHOKOM, LLC in Ternopil Oblast from April 07, 2022 till April 06, 2027.

The Commission also decided to issue to MAXNET LLC a duplicate license № 10579 dated 09.09.2021 for the use of RFMC of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information), declaring the lost license invalid.

In accordance of the Law of Ukraine «On Radio Frequency Resource of Ukraine», according to the applications of licensees the Commission cancelled 10 licenses for the use of RFMC of Ukraine with further cancellation permits for operation:

• eight licenses for broadband radio access (a radio data transmission system using noise-shaped signal) to sole proprietors: Donchenko V.M. on the territory of Zaporizhzhia Oblast; Papin S.S. on the territory of Dnipropetrovsk Oblast; two licenses Rumianstev O.V. on the territory of Poltava Oblast; four licenses FARLEP-INVEST, PJSC on the territory of Lviv Oblast; on the territory of Chernihiv Oblast; two licenses in Kyiv City;
• two licenses for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) to FARLEP-INVEST, PJSC on the territory of Lviv, Ternopil and Ivano-Frankivsk Oblasts; on the territory of Kyiv Oblast.

In accordance with the Law of Ukraine «On Radio Frequency Resource of Ukraine», taking into account the letter of Ukrainian State Centre of Radio Frequencies, State Enterprise NCCIR has revoked to FARLEP-INVEST, PJSC 12 permits for REFs* operation in connection with the revocation of the license for the use of RFM of Ukraine. This decision is subject to execution simultaneously with the execution of paragraph 1 of NCCIR decisions of 30.11.2021 № 449 and of 07.12.2021 № 466 on the basis of part six of Article 38 of the Law of Ukraine «On Radio Frequency Resource of Ukraine».

In accordance with the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied on the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC about two types of radio facility.

In accordance with the Article 26 of the Law of Ukraine «On Radio Frequency Resource of Ukraine» and upon examination of the applications of ALCOMA, LLC and NAUKOVO-VYROBNYCHE OBIEDNANNIA ROMSAT, LLC concerning the possibility of applying the particular type of REF* and RC** on the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, the Commission declared it impossible to apply on the territory of Ukraine three types of REF.

In accordance with the Law of Ukraine “On Postal Communication”, with the Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, on the basis of notification, NCCIR included information about three operators: POST 911, LLC, which will provide services for mail receiving, mail processing, transportation and delivery of postal items, in the territory of Ukraine except for the territory recognized as temporarily occupied in accordance with the legislation and the territory in which the state authorities of Ukraine are temporarily not exercising their powers, settlements located on the line of contact, the Autonomous Republic of Crimea and the city of Sevastopol; DION-TRANS, PC (GABORA – TRAVEL, PC) which will provide services for mail receiving, mail processing, transportation and delivery of postal items; execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations on the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Union and on the territory of EU, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden; SLAVUTYCH-AVTOTRANS, LLC which will provide the same services on the territory of Ukraine except the annexed territories; International services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers from the territory of the European Union and on the territory of EU, namely: Austria, Belgium, Bulgaria, Greece, Denmark, Estonia, Ireland, Spain, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Germany, Poland, Portugal, Romania, Slovakia, Slovenia, Hungary, Finland, France, Croatia Czech Republic, Sweden.

In accordance with the Law of Ukraine «On Telecommunications» and the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine according to the applications the Commission has removed the following numbering resource for a term of 5 years with further cancellation permits for operation of:

• BINOTEL, LLC a transit signaling code of SS-7 network in Kyiv City; operator code 33 of the global telecommunication service 800 «Call at the expense of the called party» on the territory of Ukraine;
• WORLD SERVICE, LLC 10000 numbers and the final destination signaling code of SS7 network in Kyiv City;
• ATLANTIS TELEKOM, LLC a transit signaling code of SS-7 network in Kyiv City;
• T.R.KOMIUNIKEYSHN, LLC operator code 99 of the service of choosing an alternative route of long-distance fixed telephone communication on the territory of Kyiv and Kharkiv Oblasts; national identification code 893 destination network in Kyiv and Kharkiv Oblasts.

In connection with the re-issuance of the permit for the withdrawn numbering resource used by consumers by the decision of NCCIR the Commission reissued three permits for the use of the numbering resource to:

• BINOTEL, LLC operator code 33 of the global telecommunication service 800 «Call at the expense of the called party» on the territory of Ukraine;
• WORLD SERVICE, LLC 10000 numbers in Kyiv City;

• T.R.KOMIUNIKEYSHN, LLC national identification code 893 destination network in Kyiv and Kharkiv Oblasts.

The Commission issued the following numbering resource for 5 years to:

• INTERPIPE NIZHNEDNEPROVSKY TUBE ROLLING PLANT, PJSC 1000 numbers in Dnipro;
• BINOTEL, LLC 10000 numbers in Kharkiv; operator code 88 of the global telecommunication service 800 «Call at the expense of the called party» on the territory of Ukraine; a transit signaling code of SS-7 network in Kyiv City;
• WORLD SERVICE, LLC a final destination signaling code of SS7 network in Kyiv City;
• ATLANTIS TELEKOM, LLC a transit signaling code of SS-7 network in Kyiv City.
