Results of NCCIR meeting dated March 09, 2021

Due to the decrease of the number of regions the Commission reissued to Broadcasting, Radiocommunications and Television Concern a license for the use of RFMC of Ukraine for radio link communication (radio link communication of fixed radio service) in Kyiv Oblast validity on October 03, 2021.

The Commission extended the validity of six licenses for the use of RFMC of Ukraine:

  • for broadband radio access (a radio data transmission system using noise-shaped signal): to a sole proprietor Isaev M.M. in Kherson Oblast from September 14, 2021 till September 13, 2026; to TELERADIOSTUDIIA IMPULS, PE in Vinnysa Oblast from July 22, 2021 till July 21, 2026; to TELERADIOKOMPANIIA HLUKHIV-500, LLC in Sumy Oblast from June 21, 2021 till June 20, 2026;
  • for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information): TVP FORMAT, LLC in Donetsk Oblast from July 22, 2021 till July 21, 2026; to TSYFROVI RISHENNIA, PE in Lviv Oblast from June 23, 2021 till June 22, 2026;
  • for analog trunking radio communication (trunking radio) to IEVROZVIAZOK, PE in Kharkiv Oblast from July 25, 2021 till July 24, 2026.

In accordance with the Law of Ukraine “On Radio Frequency Resource of Ukraine” and according to the applications of licensees the Commission cancelled four licenses for the use of RFMC of Ukraine: for broadband radio access (a radio data transmission system using noise-shaped signal): of a sole proprietor Kohut O.O. in Zaporizhzhia Oblast; of PAVUTYNA. NET, LLC in Kyiv City; for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) of SINET, Closed joint-stock company in Chernihiv Oblast; for radio link communication (radio link communication of fixed radio service) of UKRTELEKOM, JSC in Rivne Oblast and Kyiv City with subsequent cancellation of operating permits.

Taking into account the letter of Ukrainian State Centre of Radio Frequencies, State Enterprise about revoke the permits for operation, NCCIR has revoked to AERO TELEKOM, LLC 189 permits for REFs* operation in connection with the revocation of a license for the use of RFM of Ukraine. This decision is subject to execution simultaneously with the execution of paragraph 1 of NCCIR decision of 23.02.2021 № 64 on the basis of part six of Article 38 of the Law of Ukraine "On Radio Frequency Resource of Ukraine".

In accordance with the paragraphs 10-12 of the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC about 10 types of radio facility.

Upon examination of the applications of IST, PRIVATE COMPANY and SETEKO, LLC concerning the possibility of applying the particular type of REF and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, the Commission identified as possible to use of four REF types.

In accordance with the Law of Ukraine “On Telecommunications” and in accordance with the Provisions on the State Regulation of the Numbering Resource of the Public Telecommunications Network of Ukraine, the Commission issued to O-2, LLC the following numbering resource: 300 numbers in Vinnytsia; 100 numbers in Chernivtsi; 100 numbers in Rivne; 100 numbers in Poltava; 100 numbers in Zhytomyr; 100 numbers in Kherson; 100 numbers in Nikolaiv; 100 numbers in Ivano-Frankivsk; 100 numbers in Lutsk; 100 numbers in Uzhhorod; 100 numbers in Zaporizhzhia; 100 numbers in Ternopil; 100 numbers in Khmelnytsky; 100 numbers in Kremenchuk, Poltava Oblast.
