Results of NCCIR meeting dated 10 July 2018

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 10 positions. The Commission issued two licenses for operating in telecommunications sector and one license for an additional RF bandwidth. These and the other decisions were adopted during the regular NCCIR meeting on July 10, 2018.

According to the Commission’s decision, four operators and six providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, 12 economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector, two economic entities were excluded from “The Register of Telecommunications Operators and Providers”.

According to the economic entities’ applications, NCCIR has adopted the decision to issue two licenses for engineering maintenance and telecom networks operation to LLC “UKRAINSKI NOVITNI TELEKOMUNIKATSII” in the territory of Vyshneve city (Kyiv-Sviatoshyn Raion), and Brovary city (Brovary Raion, Kyiv Oblast; and to Municipal Enterprise “Irpinkomunikatsiiaservis” of Irpin city council in the territory of Irpin city, Bucha city, Hostomel township, Kotsiubynske township (Kyiv Oblast).

In addition, the Commission has extended the validity of eight licenses:

  • for engineering maintenance and telecom networks operation (telecommunications networks) to: LLC “MAKSYMUM-NET” in the territory of Boiarka city, Vyshneve city (Kyiv Oblast), TOV “IMK” in the territory of Boryspil city (Kyiv Oblast), LLC “Tsentr Vprovadzhennia Informatsiinykh Tekhnolohii “FOBOS” in the territory of Horishni Plavni city (Poltava Oblast), LLC “Skif-TV” in the territory of Novotroitske township (Volnovakha Raion, Donetsk Oblast), Volodymyrivka township and Donske township (Volnovakha Raion, Donetsk Oblast);
  • for engineering maintenance and telecom networks operation to: LLC “FOBOSS-TELEKOM” in the territory of Pervomaisk city (Mykolaiv Oblast) and LLC “ONET” in the territory of Berdiansk city (Zaporizhzhia Oblast).

NCCIR issued a license (according to PJSC “DATAGROUP” application) for an additional RF bandwidth for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Odesa Oblast.

NCCIR has re-issued three licenses:

  • due to decrease of RF bandwidth: two licenses for the use of radio frequency resource for radio link communication (radio link communication of fixed radio service) to Broadcasting, Radiocommunications and Television Concern in Ivano-Frankivsk Oblast;
  • due to decrease in the number of regions and due to decrease of RF bandwidth: a license for the use of radio frequency resource for radio link communication to PJSC “Kyivstar” in Poltava, Sumy, Zhytomyr, Chernihiv and Rivne Oblast.

Moreover, the Commission has extended the validity of two licenses for the use of radio frequency resource of Ukraine to:

  • LLC “ONET” – a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from December 23, 2018 till December 22, 2023 within Zaporizhzhia Oblast;
  • LLC “lifecell” – a license for digital cellular radio communication of GSM-900 standard from October 20, 2018 till October 19, 2023 in Kyiv city and 24 regions of Ukraine.

According to the licensee’s application and under the paragraph 1 of Part 1 of Article 38 of the Law of Ukraine “On the Radio Frequency Resource of Ukraine”, the Commission has cancelled a license to LLC “Minotavr” for the use of radio frequency resource of Ukraine for analog ultra-high frequency wireless telephony (radiocommunications of fixed, terrestrial and marine mobile radio service) in the territory of Dnipropetrovsk city.

In accordance with the Part 6 of Article 33 of the Law of Ukraine “On Radio Frequency Resource of Ukraine” and paragraph 3.5 of License provisions for the use of radio frequency resource of Ukraine, also on the basis of documented circumstances that do not allow to start the use of radio frequency resource timely and according to LLC NVP “TENET” application, the Commission has rescheduled the starting date of use and full development of radio frequency resource of Ukraine without changing the period of validity of license within Odesa and Mykolaiv Oblast.

In accordance with the paragraphs 10-12 of the Technical Regulations of Radio Facility and the Regulations on the Procedure and Form of Maintaining the Register of Radio Electronic Facilities and Radiating Circuits that may be applied in the territory of Ukraine in common bands (public radio frequency bands) (the Register of REF* and RC**), the Commission added the information to Section I of the Register of REF and RC concerning of one type of registered radio facility and provided the manufacturer with the code of registration number with the information included to Section II of the Register of REF and RC.

Upon examination of the applications of LLC “Fly Technology” and LLC “Samsung Electronics Ukraine Company” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the result of technical expertise on issues of electromagnetic compatibility of declared REF type, NCCIR identified as possible the use of four declared types of radio electronic facilities in the territory of Ukraine.

Due to the fact that the Plan for the use of the radio frequency resource of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine dated June 09, 2006 No. 815, does not provide an opportunity for the use of RF bandwidth of 5150-5250 MHz within the declared radio technology, the Commission identified as impossible the use in the territory of Ukraine of an audio transceiver (wireless card with the connection interface I2S of digital audio capabilities) – trade mark Samsung, model WSN720S in RF bandwidth of 5150-5250 MHz for radio technology “Telemetrics and Radio Remote Control”.

According to PJSC “Ukrainska zaliznytsia” application, NCCIR has adopted the decision to allocate the final destination signaling code of SS7 network in Ivano-Frankivsk city.

The Commission re-issued eight permits for the use of number resource to:

  • PJSC “Ukrtelekom” (because of the operator’s need to change the assignment of the number resource) – two permits: for the use of short number 1500 for the organization of “directory assistance service” in Zaporizhzhia city (owner of the services – Concern “City heating networks”) and 79 short numbers in the territory of Zaporizhzhia city and Zaporizhzhia Oblast;
  • LLC “INTERNATSIONALNI TELEKOMUNIKATSII” (due to renewal of a license) – four licenses: for the use of two transitional signaling code of SS7 network in Odesa city, international signaling code of SS7 network in Odesa city, operator code 90 for providing services of personal numbers 700 in the territory of 24 Oblast of Ukraine, Kyiv city and Sevastopol city;
  • LLC “LINKOM-3000” (because of the operator’s need to change the assignment of the number resource) – the permit for the use of national identification code 895 of destination network in the territory of Kyiv and Sevastopol cities;
  • PJSC “Ukrainska zaliznytsia” (because of the operator’s need to change the assignment of the number resource) – the permit for the use of number resource with the capacity of: 1 600 phone numbers in Ivano-Frankivsk city and 1 000 phone numbers in Kolomyia city.

Also, according to the operators’ applications, NCCIR has withdrawn three permits from:

  • PJSC “Ukrainska zaliznytsia” – the permit for the use of number resource with the capacity of 400 phone numbers in Ivano-Frankivsk city;
  • PJSC “Si-Es-Ti Invest” – two permits for the use of number resource in Donetsk Oblast with the capacity of: 3 000 phone numbers in Donetsk city, 1 000 phone numbers in Horlivka city, 3 000 phone numbers in Mariupol city; and number resource with the capacity of 2 000 phone numbers in Luhansk city.
