Results of NCCIR meeting dated 12 June 2018

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 10 positions. The Commission issued four licenses and extended the validity of four licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on June 12, 2018.

According to the Commission’s decision, three operators and seven providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, two economic entities (LLC “IP-CONNECT” and LLC “Radio Network”) have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to extend the validity of three licenses for engineering maintenance and telecom networks operation to:

  • LLC “MEHA-INET” in Kremenchuk city (Poltava Oblast);
  • LLC “TV and Radio Company “ZENIT” in the territory of Kurakhove city (Donetsk Oblast);
  • LLC “FLAHMAN TELEKOM” in Zaporizhzhia city.

Moreover, according to the application of LLC “Mikrokom”, NCCIR issued a copy of a license to the telecom service provider – a sole proprietor Klepach S.D., for the provision of fixed local telephony with the network capacity on to 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in use in Kyiv city and Kyiv Oblast with no right for engineering maintenance and telecom networks operation, providing telecommunication channels in use and assigning telephone numbers to consumers within the limits of the number resource allocated to LLC “Mikrokom”.

Also, according to the licensee’s applications, the Commission cancelled four licenses for engineering maintenance and telecom networks operation to:

  • LLC “Atrakom” – in Donetsk, Dnipropetrovsk, Zaporizhzhia, Kyiv, Lviv, Odesa and Kharkiv cities;
  • PJSC “FARLEP-INVEST” – in the territory of Kyiv city, Vyshneve city (Kyiv Oblast), Dnipropetrovsk, Dniprodzerzhynsk and Kryvyi Rih cities (Dnipropetrovsk Oblast), Kharkiv, Zaporizhzhia, Donetsk, Mariupol cities (Donetsk Oblast), Lviv, Odesa, Mykolaiv and Kherson cities;
  • a sole proprietor Anikalov A.A. – in the territory of Hlobyne city (Hlobyne Raion, Poltava Oblast);
  • LLC “ALFA GROUP” – in the territory of Chernivtsi city.

In connection with the failure of LLC “LINKOM-3000” to provide documents confirming the payment for extending the validity of a license and in accordance with Part 3 of Article 48 of the Law of Ukraine “On Telecommunications”, NCCIR decision concerning the renewal of a license for the provision of fixed domestic long distance telephony with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in the territory of Dnipro city and Dnipropetrovsk Oblast.

NCCIR has adopted the decision to issue a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) to LLC “IRTEL” in the territory of Zhytomyr Oblast.

Also, NCCIR issued three licenses to economic entities for an additional RF bandwidth:

  • for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) to a sole proprietor Lifanov O.V. in Zhytomyr Oblast and to LLC “Telecommunication Company “PLAZMA” in the territory of Sumy Oblast;
  • for the use of radio frequency resource for digital trunked radio communication in the territory of Kyiv city and Kyiv Oblast to LLC “DOLIA I KO. LTD”.

Due to decrease of RF bandwidth and according to the application of a Small Private Enterprise “Tsyklon”, NCCIR re-issued a license for the use of radio frequency resource for analog trunked radiocommunication in Odesa Oblast.

In addition, the Commission has extended the validity of four licenses for the use of radio frequency resource of Ukraine:

  • for broadband radio access (a radio data transmission system using noise-shaped signal) to: Private Enterpise “A.S.” – in the territory of Kherson Oblast; LLC “Bios – Kompiuter” – in Ivano-Frankivsk Oblast; LLC “ISP SHTORM” – in Kirovohrad Oblast.
  • for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) to LLC “NEONET” in Lviv Oblast.

In accordance with the paragraph 3.5 of License provisions for use of radio frequency resource of Ukraine and on the basis of documented circumstances that do not allow to start the use of radio frequency resource timely, the Commission has rescheduled the starting date of use and full development of radio frequency resource of Ukraine without changing the period of validity of license for LLC “Priori-Net Plius” in the territory of Cherkasy Oblast and a sole proprietor Zharkov O.V. in Kharkiv Oblast.

According to the Commission’s decision, 38 new types of facilities were added to “The Register* of REFs and RCs**”.

The information about five types of radio facilities was changed in “The Register of REFs and RC”.

Upon examination of the applications of LLC “INFORMZVIAZOK-UKRAINA” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the result of technical expertise on issues of electromagnetic compatibility of declared REF type, NCCIR identified as possible the use of three declared types of radio electronic facilities in the territory of Ukraine.
