Results of NCCIR meeting dated 13 February 2018

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 17 positions. The Commission issued one and extended the validity of five licenses for operating in telecommunications sector and 10 licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on February 13, 2018.

According to the Commission’s decision, twelve operators and five providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, twelve economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector and according to the relevant applications, a sole proprietor Yaremchuk V.Ie., LLC “TELEKOMPANIIA “KABELNE TELEBACHENNIA MISTA”, PJSC “KYIVENERHO”, LLC “Omeha servis TV” and PJSC “Kabelna televiziina systema” were excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue a license for engineering maintenance and telecom networks operation to LLC “ONLAIN Ukraina” in the territory of Toretsk city (Donetsk Oblast).

NCCIR extended the validity of five licenses for:

  • LLC “Mikrokom” – for the provision of fixed local telephony with the network capacity on to 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels for the use in the territory of Kyiv city and Kyiv Oblast from July 14, 2018 till July 13, 2023;
  • PJSC “Chasivoiarskyi vohnetryvkyi kombinat” – for the provision of fixed local telephony with the network capacity on to 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels for the use in the territory of Donetsk Oblast from July 21, 2018 till July 20, 2023;
  • a Private enterprise “KHERSONTELEKOM” – for engineering maintenance and telecom networks operation in the territory of Kherson city from July 10, 2018 till July 09, 2023;
  • LLC “AI-LINK” – for engineering maintenance and telecom networks operation in the territory of Kyiv city from May 31, 2018 till May 30, 2023;
  • PJSC “AvtoKrAZ” – for the provision of fixed local telephony (except for departmental objects) in the networks of dual purpose with the right to create its own network capacity of more than 1.000 phone numbers in the territory of Kremenchuk city (Poltava Oblast) from June 10, 2018 till June 09, 2023.

The Commission has issued a copy of a license (to LLC “Kompaniia “Konfidentsiini telekomunikatsii Ukrainy”) for the provision of fixed local telephony with the network capacity of more than 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels for the use in the territory of Kyiv city for LLC “V.O.K.S.” telecom provider.

According to the licensee’s application, NCCIR has revoked a license for LLC “MIKSNET” for the provision of fixed local telephony with the network capacity on to 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels for the use in the territory of Kyiv city.

NCCIR has adopted the decision to issue a license to a sole proprietor Svidzinskyi Yu.L. for the use of radio frequency resource for radio link communication (radio link communication of fixed radio service) in the territory of Zhytomyr and Vinnytsia Oblast.

Two licenses were issued to economic entities for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal): a sole proprietor Beseda R.Iu. in the territory of Kharkiv Oblast and LLC “VEP-KOMPANI” within Odesa Oblast.

By the same decision, NCCIR has extended the validity of 10 licenses for the use of radio frequency resource of Ukraine to:

  • LLC “KOMERTSIINA LOHISTYKA” – for broadband radio access (a radio data transmission system using noise-shaped signal) from June 26, 2018 till June 25, 2023 in the territory of Kharkiv Oblast;
  • LLC “BUDYNOK INFORMATSIINYKH TEKHNOLOHII” – for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from September 17, 2018 till September 16, 2023 within Kharkiv Oblast;
  • a sole proprietor Naumovych S.M. – for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from July 31, 2018 till July 30, 2023 in the territory of Rivne Oblast;
  • a sole proprietor Liskovets D.V. – for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from May 30, 2018 till May 29, 2023 in the territory of Donetsk Oblast;
  • LLC “MAKSNET” – for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from June 16, 2018 till June 15, 2023 in the territory of Kharkiv Oblast;
  • PJSC “Kyivstar” – for radio link communication (radio link communication of fixed radio service) from June 04, 2018 till June 03, 2033 within Khmelnytskyi Oblast;
  • PJSC “VF UKRAINA” – for radio link communication (radio link communication of fixed radio service) from May 26, 2018 till May 25, 2033 in the territory of Poltava, Ivano-Frankivsk, Mykolaiv, Kirovohrad, Luhansk, Khmelnytskyi, Ternopil, Zakarpattia and Chernivtsi Oblast; and also for digital cellular radio communication of GSM-1800 standard in the territory of Lviv, Zakarpattia and Odesa Oblast from May 26, 2018 till May 25, 2023 and licenses in the territory of Vinnytsia, Kyiv, Kirovohrad, Volyn, Zaporizhzhia and Dnipropetrovsk Oblast from June 03, 2018 till June 02, 2023;
  • LLC “lifecell” – for digital cellular radio communication of GSM-1800 standard from June 07, 2018 till June 06, 2023 within 27 regions of Ukraine.

Due to the licensee’s failure (through his own fault) to comply with the conditions, as specified in the license, LLC “BUDYNOK INFORMATSIINYKH TEKHNOLOHII” was refused to extend the validity of license for use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kharkiv Oblast.

According to the licensee’s (LLC “AIPORT”) application, the Commission has revoked a license for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kyiv Oblast.

Due to the cancellation of a license for the use of radio frequency resource of Ukraine, NCCIR has revoked a permit for REFs* operation issued to PJSC “Ukrtekhzviazok”.

According to the Commission’s decision, 63 new types of facilities were added to “The Register of REFs and RC**”.

The information about nine types of radioelectronic facilities was changed in “The Register of REFs and RC”.
