Results of the NCCIR meeting dated 03 October 2017

According to the NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 13 positions. The Commission issued six licenses for the use of radio frequency resource of Ukraine and allocated two short numbers. These and the other decisions were adopted during the regular NCCIR meeting on October 03, 2017.

According to the Commission’s decision, six operators and seven providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

In the context of the termination of activities in the telecommunications sector and according to the relevant statements, three sole proprietors were excluded from “The Register of Telecommunications Operators and Providers”: Fomin Ye.O., Nakonechna O.P. and Varchenko D.L.

Moreover, eleven economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

According to the relevant application, NCCIR has issued a license to a sole proprietor Zharkov O.V. for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) for a term of 5 years within Kharkiv Oblast.

NCCIR has issued five licenses on additional RF bandwidth to:

  • LLC “Ukrainska telekomunikatsiina hrupa” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kirovohrad Oblast;
  • LLC “BERSHNET” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal), and also for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Vinnytsia Oblast;
  • a sole proprietor Honcharenko I.M. – a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Kharkiv Oblast;
  • LLC “PRIORI - NET PLIUS” – a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Cherkasy Oblast.

Due to the reorganization of business entity – State Enterprise “Odesa Regional Radio and TV Transmitting Center” upon the application of Broadcasting, Radiocommunications and Television Concern, NCCIR has re-issued a license for radio link communication (radio link communication of fixed radio service) with the period of validity till August 04, 2019 in Odesa Oblast.

NCCIR has adopted the decision to extend the validity of nine licenses for the use of radio frequency resource of Ukraine for:

  • a sole proprietor Denysov O.V. – a license for broadband radio access (a radio data transmission system using noise-shaped signal) from January 17, 2018 till January 16, 2023 in the territory of Kherson Oblast;
  • a sole proprietor Shevchuk V.I. – a license for broadband radio access (a radio data transmission system using noise-shaped signal) from January 30, 2018 till January 29, 2023 in the territory Kyiv city;
  • a sole proprietor Kinash T.I. – a license for broadband radio access (a radio data transmission system using noise-shaped signal), and also a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from February 18, 2018 till February 17, 2023 within Lviv Oblast;
  • Private Enterprise “KOMPANIIA “MEHANET” – a license for broadband radio access (a radio data transmission system using noise-shaped signal) from January 17, 2018 till January 16, 2023 in the territory of Poltava Oblast;
  • LLC “KIBERLAN” – a license for broadband radio access (a radio data transmission system using noise-shaped signal) from January 13, 2018 till January 12, 2023 in the territory of Kharkiv Oblast;
  • LLC “Prykarpatske vyrobnyche pidpryiemstvo zviazku” – a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from January 24, 2018 till January 23, 2023 within Ivano-Frankivsk Oblast;
  • LLC “FAIV HRUP” – a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from January 30, 2018 till January 29, 2023 in Poltava Oblast;
  • PJSC “Kyivstar” – a license for radio link communication (radio link communication of fixed radio service) from January 23, 2018 till January 22, 2033 in Kyiv city and in the territory of 11 Oblast of Ukraine.

According to the licensee’s application (LLC “FIRMA KRONTEKS”), NCCIR has adopted the decision to revoke a license for the use of radio frequency resource of Ukraine for analog trunked radiocommunication in the territory of Donetsk Oblast.

According to the licensee’s application (LLC “SATTELEKOM”), NCCIR has adopted the decision to revoke a license for the use of radio frequency resource of Ukraine for satellite radio communication (radio communication of satellite fixed radio services of Amos system) in the territory of Kyiv city.

On the basis of the appeal and documented circumstances that prevent the timely use of radio frequency resources, the Commission extended for a private enterprise “Tsyfrovi Komunikatsii” the terms for starting the use and full development of the radio frequency resource without changing the validity of two licenses for the use of radio frequency resource of Ukraine.

According to the Commission’s decision, 41 new types of facilities were added to “The Register of REFs* and RC**”.

The information about 53 types of radio facilities was changed in “The Register of REFs and RC”.

Upon examination of the applications of LLC “MONGOOSE TELECOM”, LLC “MKT-Communication”, LLC “IMK”, Subsidiary Enterprise with 100% of foreign investments “Ericsson” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REFs types, the Commission identified as possible the use of 7 types of radio electronic facilities.

By the same decision, NCCIR identified as impossible the use of radio access equipment in the territory of Ukraine – two access points of Mimosa trademark, because the declared characteristics of the REFs do not meet the requirements of paragraph 24 of the Plan for the Use of the Radio Frequency Resource of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine dated June 09, 2006, No. 815.

NCCIR has adopted the decision to allocate (according to the relevant applications) the following number resource to:

  • LLC “Internatsionalni telekomunikatsii” – a short number 116111 for the organization of customized social oriented “Child care line” and a a short number 116123 for the organization of customized social oriented “Psychological aid line” for the use in the mobile network with the mobile network identification code 94 in the territory of Ukraine (owner of the services – Public Organization “La Strada – Ukraine”);
  • LLC “Telesystemy Ukrainy” – the number resource with the capacity of 500 phone numbers in Boryspil city and Boryspil Raion (Kyiv Oblast) and the number resource with the capacity of 500 phone numbers in Brovary city and Brovary Raion (Kyiv Oblast).

Moreover, due to the obtaining a new license, NCCIR re-issued the permit to LLC “Pollikomm, LTD” for the use of number resource with the capacity of 10 000 phone numbers and the permit for the use of final destination signaling code of SS7 network in Obukhiv city (Kyiv Oblast).
