Results of the NCCIR meeting dated 26 September 2017

According to the NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 9 positions. The Commission issued two licenses for operating in the telecommunications sector and one license for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on September 26, 2017.

According to the Commission’s decision, nine providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

According to the relevant statements, three economic entities were excluded from “The Register of Telecommunications Operators and Providers”: a sole proprietor Paruk O.L., PJSC “Zakhidenerho” and LLC “VELTON.TELEKOM”.

Moreover, twenty-four economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In accordance with the Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, approved by the NCCIR decision dated 29 November 2016 No. 623 and registered at the Ministry of Justice of Ukraine on December 21, 2016 under No. 1679/29809, the Commission has added information (on the basis of the notification) to the Unified State Register of Postal Telecommunications Operators about LLC “PREMIUM PAKET HMBKH END KO. KH”, which will provide services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers in the territory of Ukraine and also will provide service of international delivery.

According to the relevant applications, NCCIR has issued two licenses for the provision of engineering maintenance and telecom networks operation for a term of 5 years to: LLC “AIPORT” in the territory of Divychky, Yerkivtsi, Kovalyn, Mazinky villages (Pereiaslav-Khmelnytskyi Raion), Vlasivka village (Baryshivka Raion), Soshnykiv village (Boryspil Raion, Kyiv Oblast); and LLC “MIT-NETVORK” in the territory of Horbakiv village (Hoshcha Raion, Rivne Oblast).

Due to the change of individual entrepreneur (a sole proprietor Hrynkiv N.O.) place of residence, NCCIR has adopted the decision to re-issue a license for the provision of engineering maintenance and telecom networks operation in the territory of Pervomaisk, Popasna cities (Luhansk Oblast); and also a license for the provision of engineering maintenance and telecom networks operation in the territory of Hirske, Zolote, Lysychansk, Svatove cities (Luhansk Oblast).

By the same decision, NCCIR extended the validity of three licenses to:

  • LLC “Teleradiokompaniia “Zakhidnyi Donbas” – a license for the provision of engineering maintenance and telecom networks operation in the territory of Ternivka city (Dnipropetrovsk Oblast) from January 15, 2018 till January 14, 2023;
  • LLC “MAKSNET” – a license for the provision of engineering maintenance and telecom networks operation in the territory of Kharkiv city from January 14, 2018 till January 13, 2023;
  • LLC “KRASNET” – a license for the provision of engineering maintenance and telecom networks operation in the territory of Pokrovsk city (Donetsk Oblast) from January 17, 2018 till January 16, 2023.

According to the licensee’s application (PJSC “SVIT”), NCCIR has adopted the decision to revoke a license for the provision of fixed local telephony with a capacity of more than 10.000 phone numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in the territory of Zaporizhzhia Oblast.

Upon the relevant application of Broadcasting, Radiocommunications and Television Concern, NCCIR has adopted the decision to issue a license for the use of radio frequency resource for radio link communication (radio link communication of fixed radio service) for a term of 5 years in the territory of Kyiv city and Kyiv Oblast.

Also, NCCIR has re-issued four licenses for the use of radio frequency resource of Ukraine to:

  • LLC “VEP - KOMPANI” (due to decrease of RF bandwidth) – a license for broadband radio access (a radio data transmission system using noise-shaped signal) with the period of validity till February 15, 2022 in the territory of Poltava and Lviv Oblast;
  • a sole proprietor Hrynkiv N.O. (due to the change place of residence) a license for broadband radio access (a radio data transmission system using noise-shaped signal) with the period of validity till June 04, 2018; and a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) with the period of validity till August 09, 2022 in Luhansk Oblast;
  • Broadcasting, Radiocommunications and Television Concern (due to the reorganization of business entity – State Enterprise “Odesa Regional Radio and TV Transmitting Center”) a license for radio link communication (radio link communication of fixed radio service) with the period of validity till August 22, 2021 in Odesa Oblast.

By the same decision, NCCIR has extended the validity of three licenses for the use of radio frequency resource of Ukraine to:

  • LLC “Vebservis” for broadband radio access (a radio data transmission system using noise-shaped signal) from January 13, 2018 till January 12, 2023 within Zhytomyr Oblast;
  • LLC “Research and Development Centre “KVAZAR” for broadband radio access (a radio data transmission system using noise-shaped signal) from January 10, 2018 till January 09, 2023 in Kyiv city;
  • LLC “TELEMEREZHI “YUSANA” for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from January 29, 2018 till January 28, 2023 in Sumy Oblast.

In addition, NCCIR decision dated September 05, 2017 No. 454 “On refusal to extend the validity of the license for the use of the radio frequency resource of Ukraine No. 7094, issued to LLC “Kedr” was canceled, and in connection with this LLC “Kedr” was extended the validity of a license for the use of radio frequency resource of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from December 09, 2017 till December 08, 2022 within Cherkasy Oblast.

In connection with the unreliability of the data in the documents submitted by the applicant for obtaining a license, LLC “KANTRI MEDIA” was refused in issuance of license for the use of radio frequency resource of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within Luhansk Oblast.

According to the Commission’s decision, 30 new types of facilities were added to “The Register of REFs* and RC**”.

The information about 4 types of radio facilities was changed in “The Register of REFs and RC”.

Upon examination of the applications of LLC “Huawei Ukraine” concerning the possibility of applying the particular type of REFs and RC, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REFs types, the Commission identified as possible the use of 1 type of radio electronic facility in the territory of Ukraine.

Taking into account the recommendations of the temporary expert group for providing consultations on issues concerning the coordination of works on the confirmation of the correspondence of radio electronic facilities, radiating circuits produced in Ukraine and imported from abroad, established by NCCIR decision dated August 16, 2016 No. 423, the Commission amended NCCIR decision dated January 12, 2012 No. 18 “On approval of general conditions for the use of radio electronic facilities and radiating circuits”.
