Results of the NCCIR meeting dated 29 August 2017

According to the NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 7 positions. The Commission issued three licenses for operating in the telecommunications sector and four licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on August 29, 2017.

According to the Commission’s decision, six operators and one provider were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, five economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In accordance with paragraph 4.1 of the Order for maintaining the register of telecommunications operators and providers, in connection with the termination of activities in the telecommunications sector, which is confirmed by the information from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Formations, 18 economic entities were excluded from “The Register of Telecommunications Operators and Providers”: Private Enterprise “Routek”; CJSC “Tsyfrovyi stilnykovyi zviazok Ukrainy”; LLC TV company “Vizyt”; TV and Radio organization “TRK “Kramatorsk” (in LLC form); LLC “Spektrteleservis”; LLC “TV and Radio Broadcasting Company “Alsat”; State Enterprise “Dnipropetrovsk Regional Radio and Television Transmitting Center”; State Enterprise “Rivne Regional Radio and Television Transmitting Center”; State Enterprise “Mykolaiv Radio Center”; State Enterprise “Kherson Regional Radio and Television Transmitting Center”; State Enterprise “Kyiv Regional Radio and Television Transmitting Center”; sole proprietors: Suslov O.M., Kazmin Yu.V., Romaniuk H.V., Bystrov D.S., Khyzhniak R.H. and Rubtsov V.O.; LLC “TTK”.

According to the relevant statements of economic entities – sole proprietors Lopushko S.V., Polianska N.V. and Stanislavova I.O. were excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue a license to LLC “INTELEKT DNIPRO TELEKOM” for the provision of local fixed-line telephony with the capacity on to 1.000 phone numbers with the rights of engineering maintenance and telecom networks operation, and provide telecommunication channels for use in the territory of Dnipropetrovsk Oblast for a term of 5 years.

Also, LLC “MEHA LINK” was issued a license for the provision of engineering maintenance and telecom networks operation in the territory of Dnipro city for a term of 5 years.

LLC “TELESYSTEMY UKRAINY” was issued a license for the provision of local fixed-line telephony with the use of wireless access with application of CDMA technology with the rights of engineering maintenance and networks operation, providing telecommunication channels within the territory of Dnipropetrovsk and Kharkiv Oblast for a term of 5 years.

Moreover, NCCIR has extended the validity of four licenses to:

  • LLC “HLOBAL-SITI-NET” for the provision of engineering maintenance and telecom networks operation in the territory of Chornomorsk city and Molodizhne village (Ovidiopol Raion, Odesa Oblast) from December 24, 2017 till December 23, 2022;
  • LLC “Bi.Dzhi.Net” for the provision of engineering maintenance and telecom networks operation in the territory of Kyiv city from December 12, 2017 till December 11, 2022;
  • Private Enterprise “TV and Radio Company Novyi Svit” for the provision of engineering maintenance and telecom networks operation in the territory of Berdychiv city (Zhytomyr Oblast) from December 28, 2017 till December 27, 2022;
  • Municipal Enterprise “Kyivpastrans” for the provision of fixed local telephony (except for departmental objects) in the networks of dual purpose with the right to create its own network capacity on to 1.000 subscriber numbers in the territory of Kyiv city from December 17, 2017 till December 16, 2022, with the inclusion of special conditions to the license: to implement within six months from the date of issuance of the relevant license modernization of the equipment for further use of SS7 interoffice signaling.

NCCIR has issued three copies of licenses to LLC “Lifecell” for the telecommunications provider LLC “Dabl-Yu Net Ukraina”, in particular: for the provision of local fixed-line telephony with the capacity of more than 10.000 phone numbers with the rights of engineering maintenance and telecom networks operation, and provide telecommunication channels for use in the territory of Kyiv city; for the provision of local fixed-line telephony with the capacity of more than 10.000 phone numbers with the rights of engineering maintenance and telecom networks operation, and provide telecommunication channels for use in the territory of Donetsk Oblast; for the provision of local fixed-line telephony with the capacity of more than 10.000 phone numbers with the rights of engineering maintenance and telecom networks operation, and provide telecommunication channels for use in the territory of Dnipropetrovsk Oblast.

By the same decision, NCCIR has revoked six licenses by the statements of licensees:

  • LLC “LAKY TREID” for the provision of engineering maintenance and telecom networks operation in the territory of Kyiv and Odesa cities;
  • LLC “EIBI UKRAINA” for the provision of engineering maintenance and telecom networks operation in the territory of Lviv and Kharkiv cities; for the provision of engineering maintenance and telecom networks operation in the territory of Lutsk, Ivano-Frankivsk, Khmelnytskyi and Rivne cities.

NCCIR has adopted the decision to issue a license to a sole proprietor Doberchak S.V. for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Vinnytsia Oblast for a term of 5 years.

Also, NCCIR has issued three licenses to economic entities for an additional RF bandwidth:

  • a sole proprietor Pavlyshche N.I. for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Zaporizhzhia Oblast for a term of 5 years;
  • LLC “TELEKOMUNIKATSIINA KOMPANIIA ZURBAHAN” for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Sumy Oblast for a term of 5 years;
  • LLC “PAN-TELEKOM” for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Khmelnytskyi Oblast for a term of 5 years.

Moreover, NCCIR has adopted the decision to re-issuance of two licenses for the use of radio frequency resource to:

  • LLC “VEDEKON” due to the decrease in the number of regions – for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kyiv Oblast;
  • LLC “Sudafon” due to the decrease in the number of regions – for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kyiv, Poltava, Sumy and Zhytomyr Oblast.

NCCIR has extended the validity of a license for a sole proprietor Bilous O.I. for the use of radio frequency resource of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Lviv Oblast from December 05, 2017 till December 04, 2022.
