Results of the NCCIR meeting dated 08 August 2017

According to the NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 14 positions. The Commission issued one and extended the validity of seven licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on August 08, 2017.

According to the Commission’s decision, four operators and ten providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, nine economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In the context of the termination of activities in the telecommunications sector and according to the relevant statements of economic entities – a sole proprietor Kovnatskyi A.I., LLC “YUNIVER LAIN” and a sole proprietor Telychkan Yu.V. were excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Zakarpattia Oblast.

By the same decision, NCCIR has extended the validity of seven licenses to:

  • LLC “INTELKOM” for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Zaporizhzhia Oblast from December 19, 2017 till December 18, 2022;
  • LLC “POLTAVAINFOKOM” for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Poltava Oblast from December 06, 2017 till December 05, 2022;
  • a sole proprietor Chabanov A.O. for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Mykolaiv Oblast from December 27, 2017 till December 26, 2022;
  • PJSC “Ukrtelecom” for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within the territory of 15 Oblast of Ukraine from December 05, 2017 till December 04, 2022;
  • LLC “Scientific and Production Commercial Enterprise “Sparynh - Vist” for the use of radio frequency resource for analog ultra-high frequency wireless telephony (radiocommunications of fixed, terrestrial and marine mobile radio service) in the territory of Lviv Oblast from November 21, 2017 till November 20, 2022;
  • PJSC “VF Ukraina” for the use of radio frequency resource for digital cellular radio communication GSM-900 within the territory of 12 Oblast of Ukraine from November 25, 2017 till November 24, 2022 and for the use of radio frequency resource for digital cellular radio communication GSM-1800 in the territory of Zaporizhzhia, Zakarpattia and Luhansk Oblast from November 25, 2017 till November 24, 2022.

Due to the unreliability of the data in the documents submitted by the applicant, NCCIR has adopted the decision to refuse a sole proprietor Zharkov O.V. on issuing a license for the use of radio frequency resource of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within the territory of Kharkiv Oblast.

In connection with the earlier adopted decision on the issuance of a license for a RF bandwidth that is declared, LLC “X-CITY” was refused in issuance of a license for an additional RF bandwidth for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information and radio data transmission system using noise-shaped signal) in the territory of Khmelnytskyi Oblast.

In connection with the applicants’ failure to comply with a requirements of the first paragraph of Article 37 of the Law of Ukraine “On Radio Frequency Resource of Ukraine” and paragraph 3.9 of License provisions for use of radio frequency resource of Ukraine concerning the timing of application, LLC “BIP” was refused to extend the validity of license for use of radio frequency resource for broadband radio access (radio data transmission system using noise-shaped signal) within the territory of Ivano-Frankivsk Oblast.

Due to the revocation of licenses for the use of radiofrequency resource of Ukraine for LLC “AIS - Alians”, 35 permits for REFs* operating were revoked.

According to the Commission’s decision, 35 new types of facilities were added to “The Register of REFs and RC**”.

The information about 13 already existing types of radio facilities was changed in “The Register of REFs and RC”.

In connection with the facts-finding of unreliability of the declared information about technical characteristics and breaches of procedure for assessment of product conformity, which includes the REF, NCCIR has adopted the decision to exclude three radioelectronic devices from the Register of REFs and RC which are indicated in positions 4659, 5033 and 5075 of Section 27.

The Commission has adopted the decision to allocate the transitional signaling code of SS7 network and the final destination signaling code of SS7 network for LLC “EM AI AI TI” in Kyiv city.

Also, NCCIR has drawn up again 58 permits for the use of number resource for:

  • PJSC “VF Ukraina” (due to the re-issuance of licenses) – 56 permits for the use of number resource with the total capacity of 181 000 numbers of local call network, 12 short numbers, 25 codes of SS7 network, MNC network code and 4 identification codes of mobile communications in different regions of Ukraine;
  • LLC “EM AI AI TI” (due to the re-issuance of a permit on the withdrawn number resource by the NCCIR decision, which is used by consumers) – the permit for the use of number resource with the capacity of 1 000 phone numbers in Kyiv city;
  • PJSC “Prykarpattiaoblenerho” (due to the re-issuance of license) – the permit for the use of number resource with the capacity of 700 phone numbers in Ivano-Frankivsk city.
