Results of the NCCIR meeting dated 25 July 2017

According to the NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 9 positions. The Commission issued one and extended the validity of three licenses for operating in the telecommunications sector, and also issued eight and extended the validity of five licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on July 25, 2017.

According to the Commission’s decision, three operators and six providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, four economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In the context of the termination of activities in the telecommunications sector and according to the relevant statements – sole proprietors Turenko V.A., Tsyvatyi R.Ie. and Matveieva V.V. were excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue a license to LLC “MEHABIT SERVIS” for the provision of engineering maintenance and telecom networks operation in the territory of Varvarivka village (Kreminskyi Raion, Luhansk Oblast) for a term of 5 years.

By the same decision, NCCIR has extended the validity of three licenses to:

  • The National Academy of Sciences of Ukraine for the provision of fixed local telephony (except for departmental objects) in the networks of dual purpose with the right to create its own network capacity on to 1.000 subscriber numbers in the territory of Kyiv city from November 15, 2017 till November 14, 2022;
  • a sole proprietor Babkin V.V. for the provision of engineering maintenance and telecom networks operation in the territory of Vasylkiv city, Hlevakha and Kalynivka townships, Danylivka village (Vasylkivskyi Raion, Kyiv Oblast) from November 22, 2017 till November 21, 2022;
  • a sole proprietor Lebid V.V. for the provision of engineering maintenance and telecom networks operation in the territory of Velyka Lepetykha township (Velykolepetyskyi Raion, Kherson Oblast) from January 30, 2018 till January 29, 2023.

In connection with the failure to provide documents confirming the payment for extending the validity of a license, NCCIR has adopted the decision to cancel paragraphs 2.2 of NCCIR decision dated April 25, 2017 No. 207 on the extension the validity of a license to LLC “Kvarts” for the provision of local telephony (except for departmental objects) with the right to create its own network capacity of more than 1.000 subscriber numbers in the territory of Lviv city (Lviv Oblast).

NCCIR has adopted the decision to issue three licenses for the use of radiofrequency resource of Ukraine for a term of five years to:

  • a sole proprietor Zharkov O.V. for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kharkiv Oblast;
  • a private enterprise “Lan-KT” for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Vinnytsia Oblast;
  • LLC “TransKom” for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Zakarpattia Oblast.

Moreover, NCCIR has issued a license for an additional RF bandwidth to following economic entities for a term of 5 years:

  • a sole proprietor Lifanov O.V. – the license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Zhytomyr Oblast;
  • LLC “ISP DIPNET” – the license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Dnipropetrovsk Oblast;
  • LLC “RADIOKONNEKT” – the license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kyiv city, and also in Kyiv, Vinnytsia, Lviv, Zhytomyr and Chernihiv Oblast;
  • a sole proprietor Shorkin R.O. – the license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Sumy Oblast;
  • LLC “ZAKHIDNI KOMUNIKATSIINI SYSTEMY” – the license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Ternopil Oblast.

By the same decision, NCCIR has extended the validity of five licenses for the use of radiofrequency resource of Ukraine to:

  • a sole proprietor Puzanov V.L. – the license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Dnipropetrovsk Oblast from November 11, 2017 till November 10, 2022;
  • a sole proprietor Strakhnitskyi V.V. – the license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Vinnytsia Oblast from November 27, 2017 till November 26, 2022;
  • PJSC “FARLEP - INVEST” – the license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Kherson and Mykolaiv Oblast from November 15, 2017 till November 14, 2022;
  • PJSC “Kyivstar” – the license for the use of radio frequency resource for digital cellular radio communication GSM-900 in the territory of Kyiv city, and also in Dnipropetrovsk, Zaporizhzhia, Odesa, Lviv, Donetsk, Kharkiv and Luhansk Oblast from November 14, 2017 till November 13, 2022;
  • PJSC “Kyivstar” – the license for the use of radio frequency resource for digital cellular radio communication GSM-1800 in the territory of Kyiv city, and in Dnipropetrovsk, Odesa, Kharkiv and Lviv Oblast from December 02, 2017 till December 01, 2022.

Due to the unreliability of the data in the documents submitted by the applicant for obtaining a license, a sole proprietor Psiuk A.I. was refused in issuance of license on additional RF bandwidth for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within Ivano-Frankivsk Oblast.

Also, due to the non-compliance with conditions of electromagnetic compatibility between radio electronic facilities* (REFs) which are indicated in the radiofrequency resource of Ukraine development plan with other REFs, NCCIR has adopted the decision to refuse LLC “MEHAPROSTIR” in issuance of the license for the use of radiofrequency resource of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Mykolaiv Oblast.

According to the licensee’s relevant applications, NCCIR has adopted the decision to revoke three licenses for the use of radiofrequency resource of Ukraine for:

  • LLC “MULTYMEDIA NETVORK”: for radio link communication (radio link communication of fixed radio service) in the territory of Kyiv city and Kyiv Oblast;
  • LLC “LUHALINK” (two licenses): for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Luhansk Oblast.

According to the Commission’s decision, 34 new types of facilities were added to “The Register of REFs and RC**”.

The information about 17 already existing types of radio facilities was changed in “The Register of REFs and RC”.

By the separate decision, in order to further simplify the conditions for the use of some types of RES in Ukraine, the Commission amended the NCCIR decision dated 12 January 2012 No. 18 “On approval of general conditions for the use of radio electronic facilities and radiating circuit”, namely: the new edition of Annexes 9, 10, 15 and 27.

NCCIR has adopted the decision to allocate number resource to PJSC “DATAHRUP” – operator code 33 of the global telecommunications service 800 “Call at the called party’s expense” in the territory of Ukraine.

By the same decision, NCCIR has drawn up again 12 permits for:

  • PJSC “DATAHRUP” – the permit for the use of number recourse (national identity code 891 of destination network) in the territory of Vinnytsia, Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Zakarpattia, Zaporizhzhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Luhansk, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kherson, Kharkiv, Khmelnytskyi, Chernivtsi, Chernihiv, Cherkasy Oblast and in Kyiv city, city of Sevastopol and Autonomous Republic of Crimea;
  • LLC “OMIEHA-HRUP” – the permit for the use of number recourse with the capacity of: 4 000 phone numbers in Zaporizhzhia city; 2 600 phone numbers in Berdiansk city (Zaporizhzhia Oblast), the final destination signaling code of SS7 network in Zaporizhzhia city and in Berdiansk city (Zaporizhzhia Oblast);
  • LLC “BESTNET” – the permit for the use of number recourse with the capacity of 500 phone numbers and the final destination signaling code of SS7 network in Kharkiv city;
  • PJSC “KONTSERN-ELEKTRON” – the permit for the use of number recourse with the capacity of 1 000 phone numbers and the final destination signaling code of SS7 network in Lviv city;
  • State Specialized Enterprise “Chornobyl spetskombinat” – the permit for the use of number recourse with the capacity of 1 600 phone numbers in Chornobyl city (Ivankivskyi Raion, Kyiv Oblast);
  • State Enterprise “Malyshev Plant” – the permit for the use of number recourse with the capacity of 1 000 phone numbers in Kharkiv city and the permit for the use of number recourse of the final destination signaling code of SS7 network in Kharkiv city.
