Results of the NCCIR meeting dated 10 May 2017

According to the NCCIR decision, the “The Register of Telecommunications Operators and Providers” was supplemented with 7 positions. The Commission issued four licenses and extended the validity of five licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on May 10, 2017.

According to the Commission’s decision, one operator and six providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, one economic entity have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In the context of the termination of activities in the telecommunications sector, a sole proprietor Repianskyi P.V. was excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue three licenses for:

  • LLC “lifecell” for the use of radiofrequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) within Cherkasy Oblast;
  • LLC “Langate” for the use of radiofrequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within Chernivtsi Oblast;
  • LLC “NETWORK ONLINE” for the use of radiofrequency resource for radio link communication (radio link communication of fixed radio service) within Zakarpattia Oblast.

Moreover, NCCIR issued a license on additional RF bandwidth for a sole proprietor Harmash S.M., for the use of radiofrequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within Dnipropetrovsk Oblast.

NCCIR has adopted the decision to draw up again 4 licenses for the use of number resource for:

  • a sole proprietor Arzhanov M.O. due to the change of abiding place – 2 licenses for broadband radio access (a radio data transmission system using noise-shaped signal) within Khmelnytskyi Oblast;
  • PJSC “MTS Ukraina” due to the decrease in the number of regions – a license for a radio link communication in 17 regions of Ukraine and the license for a radio link communication in 10 regions of Ukraine.

By the same decision, NCCIR has adopted the decision to extend the validity of five licenses for:

  • PJSC “FARLEP-INVEST” for the use of radiofrequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from August 26, 2017 till August 25, 2022 within Luhansk Oblast;
  • LLC “VITELEKOM” for the use of radiofrequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from September 03, 2017 till September 02, 2022 within Lviv Oblast;
  • PJSC “Kyivstar” (two licenses) for the use of radiofrequency resource for radio link communication (radio link communication of fixed radio service) from August 28, 2017 till August 27, 2032 within Zakarpattia Oblast and from September 03, 2017 till September 02, 2032 within Zakarpattia, Lviv and Kirovohrad Oblast, and also for the use of radio frequency resource for digital cellular radio communication GSM-1800 from August 28, 2017 till August 27, 2022 within Donetsk Oblast.

Taking into account the decision of the Supreme Administrative Court of Ukraine of April 20, 2017 by which the decision of the County Administrative Court of Kyiv of August 09, 2016 and the decision of the Kyiv Administrative Court of Appeal of October 11, 2016 were upheld, it was decided to designate in the Register of issued licenses for the use of the radio frequency resource as remain in effect a license for the use of radio frequency resource of Ukraine, issued for LLC “MMDS-Ukraine” for multiservice radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Volyn, Poltava, Kirovohrad, Cherkasy, Rivne, Khmelnytskyi, Vinnytsia, Luhansk, Sumy, Mykolaiv, Kherson, Ternopil, Kharkiv, Zakarpattia, Zhytomyr, Ivano-Frankivsk, Lviv, Chernivtsi, Chernihiv, Kyiv Oblast and the Autonomous Republic of Crimea and the city of Sevastopol; and the license for multiservice radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Poltava, Khmelnytskyi, Volyn, Kirovohrad, Rivne, Cherkasy, ​​ Kharkiv, Ternopil, Zaporizhzhia, Zakarpattia and Kyiv Oblast.

In connection with the unreliability of the data in the documents submitted by the applicant for obtaining a license, PJSC “Ukrtelecom” was refused in issuance of license for radio link communication (radio link communication of fixed radio service) within Poltava Oblast.

Moreover, due to the revocation of license for the use of radio frequency resource of Ukraine for LLC “FIRMA KRONTEKS”, 74 permissions for REF* operating were revoked.

According to the Commission’s decision, 26 new types of facilities were added to “The Register of REFs and RC**”.

The Commission has adopted the decision to allocate following number resource for:

  • PJSC “Kyivstar” a short numbers 116111 and 116123 for the organization of customized social oriented “Child care line” for the use in the mobile network with the mobile network identification codes 67, 68, 96, 97, 98 in the territory of Ukraine (owner of the services – Public Organization “La Strada – Ukraine”);
  • PJSC “Zaporizhzhia Automobile Building Plant” – the final destination signaling code of SS7 network in Zaporizhzhia city.

Also, NCCIR has adopted the decision to draw up again following number resource:

  • PJSC “krasnoarmiisk Silica Brick Plant” (due to the reorganization of business entity) – the permission for the use of number resource with the capacity of 500 phone numbers in Pokrovsk city (Donetsk Oblast);
  • LLC “SIPKOM” (due to the extending the validity of license) – the permission for the use of number resource with the capacity of 7.000 phone numbers and the permission for the use of the final destination signaling code of SS7 network in Zaporizhzhia city.

By the same decision, PJSC “Poltava turbomechanical plant” was refused in reissuance of permission for the use of number resource with the capacity of 700 phone numbers in Poltava city. This number resource was withdrawn.
