NCCIR conducted an analysis of the operators’ reports on the quality of fixed, mobile communications and Internet access for 2016
One of the priorities of the National Commission for the State Regulation of Communications and Informatization (hereinafter – NCCIR) is to stimulate the development of the communications market, to create a competitive environment to ensure the needs of Ukrainian citizens in high-quality telecommunications services, to provide comprehensive and periodic information to consumers about the quality of telecommunications services, which are provided by telecommunications operators.
With the purpose of timely informing the public and in accordance with the requirements of the Law of Ukraine “On Telecommunications” and the Regulation on the quality of telecommunications services, NCCIR posted consolidated data of telecommunications operators’ reports that provide services for fixed telephony, mobile telephony and Internet access for 2016 on the official NCCIR website in the “Telecommunications Operators’ Reports” subsection of the “Quality of Telecommunications Services” section.
At the same time, we would like to draw your attention to the fact that in the above-mentioned tables, telecommunications operators are provided with color, which provided incomplete information on the values of telecommunication services quality indicators and/or provide telecommunication services of inadequate quality.
This year, NCCIR for the first time reflects the generalized data of telecommunications operators’ reports not only in the form of tables, but also using infographics.
The analysis of the operators’ reports on the quality of the telecommunications services for which they were provided and the increase in the level of consumer awareness shows that the issue of availability of information on the quality of services is becoming an important factor for increasing competition in the communications market of Ukraine and an important tool for the development of telecommunications services.
Mobile communications operators (6 operators) comprehensively sent reports on the quality of services, the levels of which are subject to mandatory disclosure in 2017.
At the same time, 163 telecommunications operators engaged in the provision of fixed telephony services out of 265 registered operators in the Register of the operators and telecommunications providers (hereinafter – Register) sent reports in due time, which is 61.5% of the total amount.
102 telecommunications operators didn’t send a report on the quality of telecommunications services of fixed telephony, including:
- 31 telecommunications operator from Donetsk and Luhansk Oblast;
- 19 telecommunications operators, which are located in the territory of the Autonomous Republic of Crimea and the city of Sevastopol.
Also, 786 of 1.969 telecommunications operators (40%), which entered in the Register, in the specified period sent reports on the quality of telecommunications services on Internet access. Additionally, NCCIR received 238 reports on the quality of telecommunications services from telecommunications providers which provide Internet access services.
