Results of the NCCIR meeting dated 14 March 2017

According to the NCCIR decision, the “The Register of Telecommunications Operators and Providers” was supplemented with 10 positions. The Commission extended the validity of three licenses for operating in the telecommunications sector and issued five licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on March 14, 2017.

According to the Commission’s decision, six operators and four providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, eight economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In the context of the termination of activities in the telecommunications sector, a sole proprietor Levko R.V. and LLC “PAUTINA” were excluded from “The Register of Telecommunications Operators and Providers”.

In accordance with the Part 6, Article 8 of the Law of Ukraine “On Postal Communication”, the Regulation of NCCIR and the Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, approved by the NCCIR decision dated 29 November 2016 No. 623 and registered at the Ministry of Justice of Ukraine on December 21, 2016 under No. 1679/29809, the Commission has included information (on the basis of the notification) on the Unified State Register of Postal Telecommunications Operators about three economic entities:

  • PJSC “UKRPOSHTA” which will provide services for mail receiving, mail processing, transportation and delivery of postal items and execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine, except the territory that is recognized as temporarily occupied in accordance with the legislation and the territory in which temporarily doesn’t exercise the powers and authority of state government bodies of Ukraine;
  • State Enterprise for the Distribution of Periodical “PRESA” which will provide services for mail receiving, mail processing, transportation and delivery of postal items in the territory of Ukraine and abroad;
  • LLC “HLOBEKS POST” which will provide services for mail receiving, mail processing, transportation and delivery of postal items in the territory of Ukraine (Australia, Germany, Poland, Hungary, the USA, and Canada – in import mode (receiving of postal items).

NCCIR has adopted the decision to extend the validity of three licenses for:

  • a sole proprietor Sharonov O.Iu. for the provision of engineering maintenance and networks operation in the territory of Savyntsi township (Balakliia Raion, Kharkiv Oblast) from August 07, 2017 till August 06, 2022;
  • LLC “Kedr” for the provision of engineering maintenance and networks operation in the territory of Zolotonosha city (Cherkasy Oblast) from July 02, 2017 till July 01, 2022;
  • TV company “Black Sea” in the form of LLC – for the provision of engineering maintenance and networks operation in the territory of Odesa city from July 11, 2017 till July 10, 2022.

According to the application of LLC “KYIVSKI TELEKOMUNIKATSIINI MEREZHI”, NCCIR has issued a copy of the license for the provision of fixed local telephony with the capacity on to 10.000 phone numbers with the rights of engineering maintenance and networks operation, and provide telecommunication channels for use in the territory of Lviv Oblast for the provider of telecommunications – LLC “VOLIA-KABEL” in the territory of Lviv Oblast.

NCCIR has also adopted the decision to issue five licenses for the use of radio frequency resource of Ukraine to:

  • a sole proprietor Tatoian V.V.;
  • LLC “OPTIKNET-NS”;
  • a private enterprise “Virtual Reality Center”;
  • LLC “VEST NETVORK”.

Also, NCCIR has issued two licenses for additional RF bandwidth to:

  • a sole proprietor Klynchyshchev S.B.;
  • LLC “ArhoKom”.

By the same decision, NCCIR has extended the validity of four licenses for the use of radio frequency resource of Ukraine to:

  • a sole proprietor Rybii V.V. (two licenses);
  • LLC “NORMATEK, Inc.”;
  • PJSC “Ukrtelecom”.

In connection with the unreliability of the data in the documents submitted by the applicant for obtaining a license, LLC “Lanheit” was refused a license for the use of radio frequency resource of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within Chernivtsi Oblast.

According to the Commission’s decision, 25 new types of facilities were added to “The Register of REFs and RC**”.

The Commission has adopted the decision to allocate for LLC “BINOTEL” the transitional signaling code of SS7 network in Kyiv and operator code 33 of the global telecommunications service 800 “Call at the called party’s expense” in the territory of Ukraine.

By the same decision, NCCIR has drawn up again 5 permissions for:

  • PJSC “Ukrtelecom”;
  • LLC “KYIVSKI TELEKOMUNIKATSIINI MEREZHI”.
