Results of the NCCIR meeting dated 07 March 2017

According to the NCCIR decision, the “The Register of Telecommunications Operators and Providers” was supplemented with 2 positions. The Commission issued one and extended the validity of four licenses for operating in the telecommunications sector and seven licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on March 07, 2017.

According to the Commission’s decision, operator LLC “ALVARIUM U” and provider – a sole proprietor Melnychuk O.S. were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, two economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In the context of the termination of activities in the telecommunications sector, a sole proprietor Siriak K.M. was excluded from “The Register of Telecommunications Operators and Providers”.

In accordance with the Part 6, Article 8 of the Law of Ukraine “On Postal Communication”, the Regulation of NCCIR and the Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, approved by the NCCIR decision dated 29 November 2016 No. 623 and registered at the Ministry of Justice of Ukraine on December 21, 2016 under No. 1679/29809, the Commission has included information (on the basis of the notification) on the Unified State Register of Postal Telecommunications Operators about seven economic entities:

  • LLC “DELIVERY” which will provide services for mail receiving, mail processing, transportation and delivery of postal items and execution of consumers’ requests on postal transfers in the territory of Ukraine, except the territory that is recognized as temporarily occupied in accordance with the legislation and the territory in which temporarily doesn’t exercise the powers and authority of state government bodies of Ukraine;
  • LLC “VUD LAIK” which will provide services for mail receiving, mail processing, transportation and delivery of postal items in the territory of Ukraine, except the territories that are recognized as temporarily occupied;
  • LLC “EKSPOST PIVDEN”, private enterprise “BARS” and private medical enterprise “PYTOMNYK LIKARSKOI ROSLYNNOI SYROVYNY” which will provide services for mail receiving, mail processing, transportation and delivery of postal items and execution of consumers’ requests on postal transfers, execution of consumers’ requests on banking operations in the territory of Ukraine, except the ATO territory and the territories that are recognized as temporarily occupied;
  • a sole proprietor Kytonin V.V. and LLC “kurierska sluzhba ukrainy” which will provide services for mail receiving, mail processing, transportation and delivery of postal items in the territory of Ukraine, except the territory which is referred to ATO.

NCCIR has adopted the decision to issue a license for LLC “UKRIUHMEREZHA” for the provision of engineering maintenance and networks operation in Odesa city.

By the same decision (according to the relevant applications), NCCIR has extended the validity of four licenses for:

  • LLC “ATLANTIS TELEKOM” for the provision of fixed local telephony with the rights of engineering maintenance and networks operation, and provide telecommunication channels for use in the territory of Kyiv city and Kharkiv Oblast from June 22, 2017 till June 21, 2022;
  • LLC “SIPKOM” for the provision of fixed local telephony with the capacity on to 10.000 phone numbers with the rights of engineering maintenance and networks operation, and provide telecommunication channels for use in the territory of Zaporizhzhia Oblast from July 19, 2017 till July 18, 2022 and issue a copy of this license for the provider of telecommunications – LLC “SIPKOM PLIUS” in the territory of Zaporizhzhia city;
  • a private enterprise “TELEKOMUNIKATSIINI SYSTEMY “HRADO” for the provision of engineering maintenance and networks operation in the territory of Hradyzk township (Hlobyne Raion, Poltava Oblast) from June 22, 2017 till June 21, 2022;
  • LLC “MIKENOPA Ukraina” for the provision of engineering maintenance and networks operation in the territory of Kyiv, Donetsk, Polianytsia village (Ivano-Frankivsk Oblast) from July 02, 2017 till July 01, 2022.

Due to the decrease in the number of regions, NCCIR has drawn up again a license for radio link communication within Dnipropetrovsk, Poltava, Mykolaiv, Khmelnytskyi, Zakarpatska Oblasts for PJSC “Ukrtelecom”.

By the same decision, NCCIR has extended the validity of seven licenses for the use of radio frequency resource of Ukraine to:

  • PJSC “Kyivstar” (three licenses);
  • LLC “RADIO NETVORK”;
  • Broadcasting, Radiocommunications and Television Concern;
  • LLC “TryMob”;
  • LLC “INTERNATSIONALNI TELEKOMUNIKATSII”.

According to the Commission’s decision, 54 new types of facilities were added to “The Register of REFs and RC**”.

Additionally, upon examination of the applications of LLC “Yevroport” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine and according to the results of technical expertise on issues of electromagnetic compatibility of declared REFs types, the Commission identified as possible the use of 2 declared types of radio facilities of medical care and control systems.
